Chairman Scott Steward called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, August 19, 2026. Present were Vice Chairman Lloyd Thiel, Commissioners Dossie Overfield, Scott Mangold, Kelly Simone and Clerk Colleen Renner.
Commissioner Overfield led the audience in the pledge of allegiance.

• Park County Commissioners – RE: Development, Standards, and Regulations Update
Commissioner Overfield stated the document is online (Engage Park County) and the Public Hearing with Planning & Zoning will be on September 16, 2026. The Road & Bridge draft standards are on the Park County website and the hearing with Commissioners has not yet been set.
Park County Commissioners – RE: Public Input: Agenda and Non-Agenda Items (not to Include Public Hearing Comments)
There were no public comments.
Commissioner Thiel stated he received a call from a lady who has concerns regarding the Northfork Hwy and the recent accidents. This is a state highway and would be a WYDOT issue. The speed limit is set by them but maybe a passing lane could be an option.
Erika Decker, Park County Planning & Zoning – RE: Public Hearing: Buck Zoning Map Amendment (ZMA)
Chairman Steward opened the public hearing.
Ms. Decker presented for Jamie Buck and Debra Franz a zoning map amendment rezoning from a Planned Unit Development to a GR-P which matches the surrounding properties. Notices and agency referrals have been met, and no public comments were received. Staff recommend approval as it meets applicable approval standards.
Chairman Steward called for public comment, there being none, Commissioner Overfield made a motion to close the public hearing, Commissioner Thiel seconded, motion carried.
Commissioner Mangold moved to approve zoning from the PUD to GR-P, Commissioner Simone seconded. motion carried. RESOLUTION 2026-41
Erika Decker, Park County Planning & Zoning – RE: Public Hearing: Dark Sky Retreat SUP-290
Chairman Steward opened the public hearing.
Ms. Decker presented for approval of an SUP to operate the short-term rental use of two existing residential structures for Dark Sky Retreat, LLC owned by Shannon Dunham. The property is GR-20 in the Clark Planning area and proposes the use of two existing cabins and a storage container for seasonal short-term rental. Legal notices and agency referrals have been met. Three written public comments, one had concerns regarding safety and owner not living in the area, five landowners who own property are in favor, and one is in favor if it doesn’t create a nuisance or interfere with the rights of neighboring property.
Staff recommend approval with five conditions read into the record.
Chairman Steward called for public comments, Kristine Gardner, Ken Montgomery, Connie King, Shannon Dunham all made public comment.
There is a violation and the process which allows short-term tourism commercial business in the area requires an SUP, if approved it will bring the owner into compliance.
Commissioner Thiel made a motion to close the public hearing, Commissioner Simone seconded, motion carried.
Commissioner Thiel moved to approve with staff conditions Commissioner Mangold seconded motion carried. RESOLUTION 2026-42
Erika Decker, Park County Planning & Zoning – RE: Public Hearing: Big Horn Boats SUP-292
Chairman Steward opened the public hearing.
Ms. Decker presented for approval an SUP to operate a fishing boat business for Travis Baughman. The zoning is currently Transitional Zoning and if approved will be rezoned commercial.
Staff recommend approval with three conditions read into the record. If signs will be located on the property a building permit will be required.
Commissioner Steward called for public comment. Owner Travis Baughman no signs are proposed. There being no further comments, Commissioner Overfield moved to close the public hearing, Commissioner Thiel seconded motion carried.
Commissioner Mangold moved to approve with staff recommendations, Commissioner Thiel seconded motion carried. RESOLUTION 2026-43
Kim Dillivan, Park County Planning & Zoning Assistant Director – RE: Public Hearing: Cody Cornhole Classic & Tractor Pull SUP-294
Chairman Steward opened the public hearing.
Mr. Dillivan presented an SUP for Katy Brittain to allow for a one-day special event featuring a tractor pull, tractor games, and kids’ activities. The event will be held between June 1 and September 30, annually and held on 14.5-acres. Legal notices and agency referrals have been met.
Staff recommend approval as presented with six conditions read into the record. Commissioners questioned number of chemical toilets, not hearing from fire department and hours of operation should be listed in condition number one.
Ms. Brittain stated the event is being held in a gravel pit.
Commissioner Steward called for public comment, there being none, Commissioner Overfield moved to close the public hearing Commissioner Simone seconded, motion carried.
Commissioner Overfield moved to approve with recommendations and adding the hours of operation, Commissioner Simone second motion carried.
RESOLUTION 2026-44
Kim Dillivan, Park County Planning & Zoning Assistant Director – RE: Public Hearing: Kardos SS-292 Amended Plat
Chairman Steward opened the public hearing.
Mr. Dillivan stated the applicant is requesting approval to remove condition #4 of the Final Plat of Kardos SS-292 which states “further subdivision of the remainder parcel will require the establishment of a 60-foot-wide access and utility easement along Pauley Avenue or an alternative access.” Staff recommend approval with four conditions read into the record.
Commissioner Steward opened the public comment.
Cody Schatz stated after the Boot & Bottle Club the 60ft easement would be possible as Boot & Bottle will not give the 20ft easement.
Chairman Steward called for public comment there being none, Commission Thiel moved to close the public hearing, Commissioner Overfield seconded motion carried.
After discussion Nathan Kardos will add the 20ft easement to the subdivision as soon as it passes the Boot & Bottle property and place a turnaround at the end of the road.
Commissioner Thiel moved to approve the partial vacation and amend plat with staff recommendations, Commissioner Mangold second, motion carried. RESOLUTION 2026-45
Kim Dillivan, Park County Planning & Zoning Assistant Director – RE: Public Hearing: Sulphur Spring MS-97 Sketch Plan
Chairman Steward opened the public hearing.
Mr. Dillivan stated Nathan Kardos is requesting approval for a Minor Subdivision creating one 19.63-acre lot, one 7.71-acre lot and one 7.66-acre lot for residential use. The property is one mile from City of Cody and is designated for future annexation. Notices and agency referrals have been met with no public comments received.
There was discussion on the SMP easement which protects the water line but does not serve the property. Administrative relief was granted on the 40 ft easement for the portion of Pauley Avenue on Boot & Bottle Club Inc. lands. Staff recommended approval with ten conditions read into the record.
Chairman Steward called for public comments.
Nathan Kardos stated the first two lots are owned by his mother-in-law and Keith Pryor and willing to do one maintenance agreement. Mr. Kardos will provide evidence that the mortgage lender is aware of property being further subdivided.
Dexter Ortis Shoshone Municipal Pipeline stated the easement has been signed.
There being no more further comments, Commissioner Overfield moved and Commissioner Simone seconded to close the public hearing, motion carried.
After discussion on the road maintenance and Subdivision Improvement Agreement, and Commissioner Overfield stated there will need to be the turnabout on the final plat.
Commissioner Simone moved to approve with staff conditions as presented, Commissioner Mangold seconded, motion carried. RESOLUTION 2026-46
Brian Edwards, Park County Engineer – RE: Consider Options and Staff Recommendations for Engineering and Construction Services for Bridge EGR Replacement on CR YXD (Hunter Creek Road)
Mr. Edwards stated they received approval to fast-track qualification-based proposals using the 2019 Federal Hwy design. Three companies submitted design bid proposals, they were Pryor Mountain Engineering a Stahly Company, SEH Engineers and Engineering Associates. Discussions were using the counties modular steel bridge girders, design bid build would not be started until spring, and design build route would be complete by end of year for $670,000 with road and bridge helping with dirt work. In moving forward with this the Forest Service can cut through a lot of red tape with emergency replacement if wait until spring the permitting process through them could be lengthy. Mr. Edwards stated they will be meeting with Forest Service next week regarding options for the damage up above the bridge.
Commissioner Overfield stated she will abstain from voting due to conflict of interest.
Commissioner Thiel moved to approve and award contract to Pryor Mountain with design build and whatever work the county can do on the project, Commissioner Mangold seconded, motion carried.
Executive Session Confidential by Law Pursuant W.S. § 16-4-405 (a) (ix) 
Commissioner Mangold made a motion to enter into executive session pursuant to W.S. § 16-4-405 (a) (ix). Commissioner Simone seconded and the motion carried.
Chairman Steward moved the board out of executive session. No decisions were made in the executive session.
Spencer Reid, Park County Assessor First Deputy – RE: Set Mill Levies per W.S. § 39-13-102
Mr. Reid stated county valuations were up a little from 850 last year to 870 due to new builds and oil and gas fluctuations. Most cemetery did not take their full mill.
Commissioner Overfield made a motion to accept the mill levy provided by county assessor Commissioner Mangold second, motion carried.
