The biggest construction project on U.S. Highway 14A since the widening from two to five lanes wrapped up in 2013 is just about finished.
Contractor Mountain Construction has until Saturday by contract to substantially complete work on the repaving of U.S. Highway 14/16/20W from west Powell to Ralston, but little is left to do.
Wyoming Department of Transportation Resident Engineer Todd Frost said Tuesday that nearly all of the work is complete.
“Everything is done except some minor clean up in the curb and gutter and sidewalk sections and picking rocks in the rural area,” he said via email.
The $5.26 million project has been planned for years by WYDOT, which alerted all affected businesses ahead of the start of the project in mid April.
Work has included not just new pavement, but replacement of broken curb and gutter, double gutter, sidewalk and Americans with Disabilities Act upgrades, as well as a change to the Albertsons entrance to improve traffic flow and upgrades to the sidewalks and pavement extending through the western half of Coulter, including around Blair’s Super Market, which dealt with reduced entrances to its parking lot at times during the months-long project.
It wasn’t the only part of the highway to undergo work this year, as WYDOT also completed a 4.24-mile project including asphalt milling, paving, chip sealing and bridge rehabilitation from the intersection of U.S. Highway 14A and Wyo. Highway 114 near Garland, extending east to the Park County/Big Horn County line.
The highway isn’t getting much rest as WYDOT has eyed another section for fiscal year 2028.
According to WYDOT’s State Transportation Improvement Program document, the plan is to move west and repave a section of the highway from the western edge of Ralston to more than half a mile west of milepost 14 toward Cody. (The road’s first milepost is just outside Cody.)
