PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Montana-Dakota Utilities Co. (MDU or the Company) for approval to establish Wobbe Indices for thermal heat zones 291 and 292, as more fully described below.
MDU is a public utility as defined by Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction under Wyo. Stat. § 37-2-112.
On October 10, 2019, MDU filed an Application for approval to establish Wobbe Indices for Heat Zones 291 and 292 applicable to the Company’s Buffalo and Sheridan, Wyoming service areas, respectively. On May 17, 2018, Montana-Dakota requested Commission approval to establish two new heating zones in Wyoming (Docket No. 30013-336-GT-18). MDU noted in that Application that the Company was not requesting to establish the Wobbe Indices for the new zones at that time but would instead be requesting the indices at a later time when the twelve months of historical data necessary for establishing the indices under the new zones would be available. The Commission approved Heat Zones 291 and 292 on November 13, 2018, in Docket No. 30013-336-GT-18 (Record No. 15001). MDU is now requesting to establish the Wobbe Indices for the new heating zones.
MDU is now requesting Commission approval to establish Wobbe Indices for Heat Zones 291 & 292 respectively, using the historical data for the twelve months ended August 2019. The proposed Wobbe Index for Heat Zone 291 is 1,329 and 1,339 for Heat Zone 292. The monthly deviations are within 4% of the proposed Wobbe Indices for Zones 291 & 292, as required, for the years 2018 through 2019.
This is not a complete description of the Application. Interested persons may inspect the Application at the Commission’s offices in Cheyenne, Wyoming, and at MDU’s office located in Sheridan, Wyoming.
Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must do so in writing filed with the Commission on or before November 13, 2019. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. Please be sure to mention Docket No. 30013-355-GA-19 (Record No. 15363) in all correspondence with the Commission.
