Regular Meeting
Tuesday, July 2, 2024
Vice Chairman, Scott Steward called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, July 2, 2024. Present were, Commissioners Lee Livingston, Scott Mangold, Lloyd Thiel and Clerk Colleen Renner. Chairwoman Dossie Overfield was absent.
Commissioner Thiel led the audience in the pledge of allegiance.
Consent Items:
Approve-Minutes, Payroll and Vouchers
​Commissioner Livingston made a motion to approve the following consent agenda items: minutes from 6/18/24; payroll in the among of $706,071.39 which includes insurance; approve and allow Vice-Chair to sign catering permits for Elkhorn Bar & Grill. Commissioner Thiel seconded, motion carried.
Jenny Cramer, Planning & Zoning – RE: Whisper Ridge MS-73 Final Plat
Ms. Cramer presented for Greybull River Ranch an application requesting approval of the final plat of Whisper Ridge MS-73 approving a five-lot subdivision consisting of 7.43-acre lot, one 5.87-acre lot, one 7.30-acre lot one 7.84-acre lot and one 9.84-acre lot leaving a 198-acre parcel. The property is in GR-M zoning and approximately 21 miles northeast of Meeteetse. No public hearing is required, and agency referrals have been met with no public comments received. Staff recommends approval with six conditions read into the record.
​Commissioner Mangold moved to approve with condition supplied by staff, Commissioner Livingston seconded, motion carried. RESOLUTION 2024-34
Jenny Cramer, Planning & Zoning – RE: Aleebil Ranch SS-312 Final Plat
Ms. Cramer presented for Scott and Allison Forke an application requesting approval of final plat of Aleebil Ranch creating one 9.82-acre lot resulting in a remainder parcel of 50.95-acres. The property is in GR-5 zoning and located four miles northeast of Cody. No public hearing is required, and agency referrals have been met with no public comments received. Staff recommends approval with two conditions read into the record.
Commissioner Livingston moved to approve with conditions as presented, Commissioner Mangold seconded, motion carried. RESOLUTION 2024-35
Colleen Renner, Park County Clerk – RE: Resolution Regarding Wyoming Retirement
Clerk Renner read the resolution into the record stating the Board will continue to pay 18.12% of Wyoming Retirement with the employee picking up the difference. Commissioner Mangold moved to approve, Commissioner Thiel seconded, motion carried. RESOLUTION 2024-36
