The Park County commissioners couldn’t just choose one company to handle waste rolloff services at the county’s landfills. 

On Dec. 16 commissioners approved awarding the bid for Cody rolloff services to Two Tough Guys and the Powell, Clark and Crandall on-call dumpster services to Keele Sanitation. 

“That makes the most sense,” Commissioner Lloyd Thiel said, noting if the companies are not agreeable they could come back and reassess. 

Keele had been the sole contractor but its two-year contract with the county expired at the end of the year. 

The reason for the split in services comes down to the bids. 

Keele’s prices for on-call services are cheaper in each location — for instance, Keele bid on-call dumping in Powell at $375, where Two Tough Guys bid $530 — but in Cody the 20-foot dumpsters are regularly dumped twice a day and Two Tough Guys’ bid on that service came in at half of Keele’s bid, at $100 per dumpster — there are three in Cody and are regularly dumped twice per day. 

Park County Engineer Brian Edwards and Landfill manager Travis Ball crunched the numbers and, as Ball reported later in the afternoon, Cody service is cheaper with Two Tough Guys while the other three locations are less with Keele, as based on Keele’s services over the last two years. 

In Cody the dumpster is simply dumped deeper in the landfill, while in Powell, Clark and Crandall, the 30-foot dumpsters are hooked up to trucks and hauled to the Cody landfill as needed, as all household trash is eventually discarded in Cody as the main county landfill.
