A Cody woman accused of embezzling as much as $193,000 from a Cody liquor store will receive probation, if a judge goes along with a proposed plea agreement.
Julia Harvey, the longtime former manager of Rocky Mountain Discount Liquor and Lounge, is alleged to have stolen the money over a period of roughly three years.
After Harvey was fired in February, an accountant determined that nearly two-thirds of the money the store had earned from its gaming machines between early 2021 and early 2024 — a total of $193,267 — never made it into the business’s bank account. Harvey handled that money, charging documents say, and Cody police found she’d deposited $114,355 in cash in her bank account during the time period in question. The cash was on top of Harvey’s regular pay, and she was reportedly unable to explain where it had come from.
Ultimately, Harvey admitted to taking $90,000 to $100,000, saying she intended to pay it back, Cody Police Det. Scott Burlingame wrote in an affidavit.
Harvey pleaded not guilty to four felony counts of theft, and the case was set for a February trial. In a Friday filing, however, her defense attorney said the parties had “reached an agreement that will dispose of the case.”
While attorney Rives White did not lay out the exact details of the deal, he indicated that Harvey will plead “no contest” to one of the felony charges. One to three years of prison time will then be suspended in favor of supervised probation, White wrote.
The document does not say how much restitution Harvey will be ordered to pay to Rocky Mountain Discount Liquor in total, but says Harvey must pay $25,000 by the time of sentencing. White asked for that hearing to be set no earlier than March.
At Harvey’s initial court appearance in July, White indicated that his client had little money; shortly before she turned herself in, White said she had “sold her vehicle to eat.”
Harvey served part of a day in jail before being released on a $250 cash bond and a signature bond.
Presiding District Court Judge Bill Simpson — who will have the ultimate say on Harvey’s sentence — has set a change of plea and sentencing hearing for April 21.
