City Council Proceedings
November 20, 2023
The governing body of the City of Powell met in regular session at 6:00 p.m. on November 20, 2023, in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order, and the following were present: Mayor John Wetzel, Council Members Tim Sapp, Lesli Spencer, Floyd Young, Zane Logan and Steven Lensegrav. Absent Councilman Geoff Hovivian.
City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, Chief Roy Eckerdt and Deputy Attorney Scott Kath. Approval of Agenda: Councilman Logan moved to approve the agenda as presented, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED.
Approval of November 6, 2023 Minutes: Councilwoman Spencer moved to approve as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
Bills and Claims: Mayor Wetzel abstained #40. Councilman Young made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. PUBLIC HEARING 6:00 PM: City of Powell Liquor License Renewals 2024- Retail, Restaurant, Limited and Microbrewery Licenses. Attorney Kath opened the hearing at 6:02 p.m., Chief Eckerdt gave the annual license holder review and had a good year, no other comments closed 6:03 p.m. Request Pit Stop 12, LLC dba Pit Stop Travel Center #12 owner Mike Bailey spoke to the Council on becoming operational and reviewed his plan for the upgrade in the store to be operational in the next couple weeks. Annual License Renewals: Councilman Lensegrav moved to approve all Retail, Restaurant, Limited and Microbrewery Licenses for renewal as presented and authorize necessary signatures, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Committee Updates: Councilman Logan WMPA and PEP boards, Councilman Lensegrav Rec Board, Councilwoman Spencer Golf Board and Councilman Young YCAN. Local Government Liability Pool Election Ballot: Councilman Logan made a motion to approve a vote for the unopposed Commissioner and Special District Candidate and for the City/Towns incumbent Mike Bailey, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
WYDOT Signage permit for City of Powell upgraded signage by Park Co. Travel Council: Administrator Thorington gave an update on the signage, and it will be replacing current signage to align with signage county wide. Requesting permission to apply to WYDOT for the application and to take ownership once the new signage is installed. Councilman Lensegrav moved to approve the WYDOT permit and take ownership upon installation and authorize necessary signatures, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
General Announcements: Legislative Dinner Dec. 6th hosted by Powell and Dec. 15th employee dinner. Adjourn: There being no further business to be considered at this meeting, Councilman Logan moved to adjourn, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:16 p.m.
