Annette Foulger was born on Dec. 22, 1960, in Lancaster, California, to Bert and Jennie Savage; the youngest of nine children. She spent her early childhood in Montana on various ranches with her family. She would often go and live with her older siblings for short amounts of time. Annette attended a small one-room schoolhouse during her elementary school years. She graduated from Billings Senior High School in 1979. Annette was blessed with a beautiful singing voice and shared her talents by joining the choir while she was in high school.

At the age of 12, she met Brent Foulger at church. They dated throughout most of their teenage years. She waited for Brent to return from his two-year LDS mission and were engaged shortly after his return in 1982. They were married for time and all eternity in the Idaho Falls Temple on July 16, 1982. After their marriage, they made their residence in the Big Horn Basin, living in the Cody and Powell communities for over 40 years. Together they welcomed four children and built a beautiful life together.

Annette’s greatest joy in life was being with her family. She loved traveling with her sweetheart and looked forward to any chance she got to sit on the beach and soak up the sunshine. She was always up for an adventure, whether it was hiking, boating, camping, or spending time with her horse. She never missed an opportunity for a fun shopping day with the girls. Annette’s grandkids were her pride and joy. She took every opportunity to attend their birthdays, sporting events and school functions; she loved each of them and had a way of making them each feel special.  Annette was a faithful member of the Church of Jesus Christ of Latter-day Saints and served in various callings in the Primary, Young Women’s and Sunday School organizations.

Annette passed away surrounded by family on Thursday, Jan. 26, 2023, in Casper, Wyoming, from complications following a stroke. She was proceeded in death by her parents, Bert and Jennie, and her brother, Ronnie.

Annette is survived by her husband of 40 years, Brent; and her four children Jill (Christian) Asay of Lovell, Wyoming, Kyle (Marlee) Foulger of Mesa, Arizona, Megan (Jabin) Evans of Providence, Utah, and Jason (Cassie) Foulger of Powell. She is also survived by nine grandchildren: Carson, Campbell, Travis, Isabelle, Landon, Hudson, Sloane, Jack, Remi and one on the way, as well as five sisters, two brothers and many nieces and nephews whom she loved.

Funeral services are planned for Friday, Feb. 3, 2023, at the Church of Jesus Christ of Latter-day Saints Seventh Street Chapel. A viewing will be held at 10 a.m. at the church, with the funeral service to follow at 11 a.m. A viewing is also planned for Thursday, Feb. 2, from 6 p.m. to 7:30 p.m. at Thompson Funeral Home.
