PUBLIC NOTICE
The Wyoming Public Service Commission (Commission) hereby gives notice of the Application of Big Horn Rural Electric Company’s (Big Horn or the Cooperative) for authority to increase its rates by $1,565,000.00 or 9.45% overall.
​1.​Big Horn is a public utility, providing electric service to approximately 2,357 members, subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
​2.​On December 20, 2023, Big Horn filed an Application requesting an overall rate increase of $1.565 million, or 9.45%, effective January 1, 2024. The Application affects all service classes. Pursuant to the provisions of Wyoming Statute § 37-17-103, the Cooperative is not subject to the Commission’s retail rate jurisdiction. Accordingly, the Commission lacks the authority to approve those portions of the Application that seek to implement rate increases. The Application contains two proposed changes which are, however, subject to the Commission’s jurisdiction. Specifically, the Cooperative proposes to close Schedule STU (Small Time-of-Use) to new members, effective January 1, 2024, and change the on and off peak usage hours. Additionally, the Cooperative proposes to eliminate certain Mercury Vapor, Incandescent, and High-Pressure Sodium lighting rates and introduce certain LED and High-Pressure Sodium lighting rates, effective January 1, 2024.

A proposed intervention or request for hearing shall set forth the grounds, as well as the position and interest of the petitioner in this proceeding.
