Longtime city attorneys cap four decades of service

When Sandee Kitchen and Scott Kath attended their final Powell City Council meetings as the city and deputy city attorney last month, it marked the end of an era. While there’s no official record book, Kitchen and Kath appear to have set a record for the longest serving city attorneys in Wyoming.

Kitchen first started representing the city in 1984, when she became the deputy under then-City Attorney Hunter Patrick. Then when Patrick became a district court judge in 1988, Kitchen moved into the lead role and Kath took over as deputy. And that’s how things stayed for the next three-and-a-half decades; Kitchen said the two attorneys and former law partners made a good team.

Kath called his time as the deputy “an honor and a privilege.”

“It’s just been a great ride for 35 years,” he said at his last meeting on Dec. 18, describing it as a lot of fun and a great learning experience.

Kath said he would miss working with everyone, but quipped that he might still attend the occasional planning and zoning commission meeting to “raise heck” as a member of the general public.

At her final meeting on Dec. 4, Kitchen similarly called her tenure as city attorney “a wonderful experience, seeing the city through good times and bad times.”

She specifically mentioned appreciating the opportunity to attend the city’s meetings and learn what was going on in the community.

“It’s certainly been a pleasure,” Kitchen said, offering her thanks to the city for her nearly 40 years on the job.

“I think the city was lucky to have those 40 years,” responded Councilman Steve Lensegrav, to agreement from the council.

Councilman Zane Logan began working with Kath and Kitchen in 1992, when he joined the city’s electric department. Logan later worked with them as the city administrator and most recently as a council member.

“It’s always been good,” he said. “No matter what, I always knew I could call Sandee [Kitchen], and I knew, no matter what, she’d answer.”

Powell Mayor John Wetzel said Kitchen and Kath provided “several decades of excellent service.”
