Chairman Tilden called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, September 15, 2020. Present were Vice Chairman, Lee Livingston, Commissioners, Dossie Overfield, Jake Fulkerson, Lloyd Thiel, and Clerk Colleen Renner.
Commissioner Fulkerson led the audience in the Pledge of Allegiance.
Consent Items:
Approve-Minutes, Payroll and Vouchers
Commissioner Overfield made a motion to approve the following consent agenda items: minutes from September 1 and 8, bi-weekly payroll in the amount of $390,169.43, military pay to Wyoming Retirement for $7,645.44, and Elected at $90,906.99; vouchers; and monthly earnings and collection statements for the Clerk, Clerk of District Court, and Sheriff. Commissioner Thiel seconded and the motion carried.

Park County Assessor, Pat Meyer – RE: Approval to Replace Park County Assessor Position
Mr. Meyer stated that 90 days have passed since the board denied his request to fill a vacant position, without that position it has been difficult to keep up on property assessments. After discussion, Commissioner Thiel made a motion to approve advertising and hiring for the assessor’s position, Commissioner Livingston seconded, and motion carried.
Park County Planning & Zoning Planner II, Kim Dillivan – RE: Public Hearing: Frannie Solar I Special Use Permit-203 with Site Plan Review
Chairman Tilden opened public hearing.
Mr. Dillivan presented the application with plan-view drawings for approval. The permit is for a Solar Photovoltaic Facility located on 46.6 acres located 1.6 miles southwest of Frannie Canal. The owners are Dale and Peggy Neff, the zoning district is GR-P, neighboring land uses range from agricultural/ residential vacant and Bureau of Reclamation. Legal notices and agency referrals have been met. Frannie Solar I will need to submit an approved long-term noxious weed control plan, run off and erosion control plan and Geotechnical study and a design plan or issued construction drawing which all need to be approved by the County Engineer. This permit expires December 31,2023.
Chairman Tilden called for comments from the public, Rocco Vrba stated Construction Group EPC will produce the documents needed. There being no further comments, Commissioner Livingston made a motion to close the public hearing, Commission Thiel seconded, and motion carried.
Commissioner Livingston made a motion to approve with conditions and the removal of #4 from the staff recommendations, Commissioner Thiel seconded, and motion carried. RESOLUTION 2020-60

Commissioner Overfield made a motion to approve SUP 204 with condition #4 removed and a weed control plan submitted prior to construction, Commissioner Livingston seconded, and motion carried. RESOLUTION 2020-61
Park County Planning & Zoning, Planner II, Kim Dillivan – RE: Public Hearing: Copper Mountain Irrigation Special Use Permit-197
Chairman Tilden opened public hearing.
Mr. Dillivan presented the application for an ag support business to establish an irrigation supply business which will include a 3,000 square foot building containing two offices, a bathroom, reception and warehouse area. Three full time employees will work in the field, daily customer traffic is not expected. The location is one mile southwest of Powell northeast of the intersection of Hwy 14A and County Road 11. The zoning is GR-P. Legal notice and agency referrals have been made and no public comments were received.
Chairman Tilden, called for public comment, there being none Commissioner Thiel made a motion to close the public hearing, Commissioner Overfield seconded, and motion carried.
Commissioner Livingston made a motion to approve with condition #3 stricken regarding what type of grass to plant, Commissioner Thiel seconded and would recommend square footage be 5,000 or less, motion carried. RESOLUTION 2020-62
Park County Commissioners – RE: Discussion on Shoshone National Forest Travel Management Plan
Chairman Tilden stated comments on the plan are due by September 28. There were several alternatives listed in the plan and Chairman Tilden proposed recommendations from Commissioner Livingston.
After discussion and comments from Bert Miller and Loren Groskopf Commissioner Fulkerson made a motion at this time to go with alternative one with no action on the OHV and over-snow motorized use but include Commissioner Livingstons recommendations that we strongly support the development of public/private partnerships to help maintain access to our forests, Commissioner Thiel seconded, motion carried.
Cody Regional Health Community Prevention Manger, Wendy Morris – RE: Presentation on HEMP
Chief Eckerdt Healthy Park County Chair shared the HEMP presentation which was presented around the state and he thought the Commissioners would be interested. There is a joint ag committee bill moving forward and will keep the Board apprised.
Park County Clerk, Colleen Renner – RE: Public Hearing: Proposed Changes in Park County Polling Places
Chairman Tilden opened the public hearing. Attorney Skoric spoke with regards to the Wyoming Secretary of State’s directive and that it was only for the Primary and not the entire election cycle and that the Clerk needed to advertise according to 22-12-101 (a, b). Clerk Renner gave a brief statement of events and how we came to this point. After comments from the public and a discussion no action was needed, and the polling locations will go back to how they were for the 2018 Elections.

Park County Public Health Nurse Manager, Bill Crampton – RE: Approval to Replace a Park County Health Nurse – Grant Funded
Mr. Crampton asked the Board for approval to replace a grand funded position. Commissioner Livingston made a motion to approve the replacement, Commissioner Overfield seconded, and motion carried.
Park County Commissioners – RE: Tim Waddell, Landfill Manger – Retirement
Chairman Tilden recognized Mr. Waddell 19 years 6 months of service with a card and gift certificate.
