Regular Meeting
Tuesday, October 13, 2020
Chairman Tilden called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, October 13, 2020. Present were Commissioners, Dossie Overfield, Jake Fulkerson, Lloyd Thiel, and Clerk Colleen Renner, Vice Chairman, Lee Livingston was absent.
Commissioner Fulkerson led the audience in the Pledge of Allegiance.
Consent Items:
Approve-Minutes and other items
Commissioner Fulkerson discussed briefly the MOU and the dollar amount. Commissioner Overfield made a motion to approve as listed: approve Minutes: 10/06; approve and allow Chairman to Sign Amendment to the Memorandum of Understanding (MOU) Between Wyoming Department of Health, Public Health Division and Park County; approve and allow Chairman to Sign Contract between Wyoming Department of Health, Public Health Division and Park County and approve and allow Chairman Sign State of Wyoming State Loan and Investment Board Reimbursement Agreement, Commissioner Thiel seconded, and motion carried.
Park County Engineer, Brian Edwards – RE: Open Sealed Bids for Four (4) New Motor Graders for Road & Bridge Division of the Park County Public Works Department
Park County Public Works Department received two (2) sealed bids for purchase of four (4) new motor graders with trade. Honnen Equipment (Casper) submitted a net bid of $156,000 (net after trade). Tractor & Supply Company (Billings) submitted a net bid of $65,060. Honnen’s guaranteed “buy-back” price submitted is $1,120,000 in 2 years (for 4 graders). Tractor & Supply’s quoted “buy-back” is $1,002,800.
Executive Session.
Commissioner Fulkerson made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (ii) (iii) (ix), Commissioner Overfield seconded, and motion carried.
Commissioner Overfield moved to exit from executive session, Commissioner Fulkerson seconded, and the motion carried. No decisions were made in or as a result of the executive session.
Park County Engineer, Brian Edwards – RE: Review and Consider Staff Recommendations for the Purchase of Four (4) New Motor Graders for Road & Bridge Division of the Park County Public Works Departments
Mr. Edwards gave a brief explanation with regards to the buy-back program and when that is considered into the equation the better purchase would be the four John Deere units. Next the discussion was regarding the purchase of one Mastless Control unit for $48,000 which controls the grade, thickness and product used on roads. After further discussion on the need of this unit and the cost savings, Commissioner Overfield made a motion to purchase the four motor graders from Honnen with trade and grade control unit for a total cost of $204,000.00, Commissioner Fulkerson seconded, and motion carried.
