Regular Meeting
Wednesday, November 9, 2022
Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Wednesday, November 9, 2022. Present were Vice Chairman, Scott Mangold, Commissioners Lee Livingston, Lloyd Thiel, Joe Tilden and Clerk Colleen Renner.
Scott Steward led the audience in the pledge of allegiance.
Consent Items:
Approve-Minutes, Payroll and Vouchers
Commissioner Livingston made a motion to approve the following consent agenda items: approve and sign Bureau of Land Management MOU (GRSG); and Pitney Bowes Contract for Postage Machines, Commissioner Thiel seconded, motion carried.
Brian Edwards, Engineer, Public Works Department – RE: Review and Approve Construction Contract for HVAC/Building Automation Systems
Mr. Edwards stated the HVAC building automation system upgrades were awarded last week and that the draft agreement has been reviewed by Deputy Attorney Riley and there are some indemnification issues. Mr. Edwards recommends approval of the contract with Long Building Technologies contingent on final approval of Attorney Skoric and allow the chair to sign. Commissioner Tilden made a motion to follow Mr. Edwards’ recommendations as stated and contingent on the county attorney’s approval, Commissioner Thiel seconded, motion carried.
Commissioners – RE: Discussion on Forming and Advertising for Park County Search and Rescue Board
Chairwoman Overfield stated the audit report from Carver Florek last year recommended Search & Rescue should be included as a county component entity under the guidance of GASB #39 and comply with said requirements, this was not completed. After discussions on 501(c)3 status, with Search & Recue falling under the Sheriff’s budget, state council membership, the monies provided by the foundation, the County Attorney will review before consideration of forming a Search & Rescue Board.

Commissioner Tilden moved to adjourn, Commissioner Mangold seconded, and the motion carried.
