Tuesday, November 5, 2019
Chairman Fulkerson called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, November 5, 2019. Present were Vice Chairman, Joe Tilden, Commissioners Lee Livingston, Dossie Overfield and Lloyd Thiel, and Clerk Colleen Renner.
Leo Wolfson led the audience in the Pledge of Allegiance.
Consent Items:
Approve-Minutes, Payroll and Vouchers
Commissioner Livingston made a motion to approve the following consent agenda items: minutes from October 15, approve payroll for October 17 & 31 in the amount of $589,366.48 which includes insurance and $408,955.66, also the Elected payroll in the amount of $90,105.90; approve and allow Chair to sign Park County Regional Landfill Annual Report and Park County Solid Waste Facility Permit Application Form; approve and sign Northwest College Lease Agreement for Additional Space; approve and sign Mannahouse Food Pantry Contract Agreement, $8,493/per year; approve and allow Chair to sign 2020 Legislative Dinner Contract with Cheyenne, Wyoming Little America; approve Vouchers; and approve ads for January 2020 Park County Board Appointments which include: (1) At-Large & (1) Meeteetse Park County Historic Preservation Commission, (1) County Representative – Park County Fair Advisory Board, (1) At-Large & (1) Powell – Buffalo Bill Dam Advisory Board, (2) County Representative – Yellowstone Regional Airport Board, and (2) Park County Planning & Zoning Commission. Commissioner Tilden seconded and after discussion regarding the advertisement for board appointments, motion carried.

Park County Commissioners – RE: Approve and Allow Chairman Sign Memorandum of Understanding Between Bureau of Land Management and Park County Board of County Commissioners Regarding Environmental Impact Statement for the Proposed Wyoming Pipeline Corridor Initiative Project Land Use Plans Amendments
Commissioner Livingston made a motion to approve the MOU with BLM and Park County, Commissioner Thiel seconded, and motion carried. Commissioner Tilden will represent Park County and Commissioner Thiel will be the alternate.
Powell Economic Partnership Executive Director, Christine Bekes – RE: Wyoming Broadband and Aerospace Initiatives Update
Ms. Bekes gave an update regarding the broadband summit she attended. The goal is to have connectivity in rural areas. Ms. Bekes also gave a brief update on the Aerospace summit with regards to components being built here and the revenue streams that could be possible. The last topic was Hemp and the process farmers need to look at before they decide to become growers.
Park County Planning & Zoning Director, Joy Hill – RE: Approve Park County Natural Resource Management Plan and Submit Application
Ms. Hill recommended accepting the proposal from Ecosystem Research Group to complete the County’s Natural Resource Management Plan and to move forward with the grant application to the state. Commissioner Tilden made a motion to approve the recommendation, Commissioner Thiel seconded, after brief discussion the motion carried.
Park County Library Director, Frances Clymer and Park County Library Board Chairman, John Gordnier – RE: Park County Library System Update
Mr. Gordnier reported the Library has drawn down the funds on deposit with the state. The Powell Library Task Force has reported that the community is enthusiastic about the possibility of constructing a new Library and the Library Foundation receiving an anonymous donation that will be used in the development process.
Cody Heritage Museum Chairman Geri Hockhalter – RE: Approve Removal of (2) Trees for the Cody Heritage Museum Garden Area
Ms. Hockhalter requested permission to remove two trees on the southwest side of the Heritage Museum. The commission granted permission to take the trees out and transplant them at the complex as long as there is no cost to the county. Ms. Hockhalter also stated they will be selling the brick pavers for $200.00 as a fund raiser for the Museum.
Park County Attorney Bryan Skoric – RE: Approve to Fill Deputy Attorney position
Mr. Skoric requested permission to fill two deputy positions. Commissioner Livingston made a motion to allow the positions to be filled, Commissioner Overfield seconded, and motion carried.
Executive Session.
Commissioner Livingston made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (iii), Commissioner Overfield seconded, and motion carried.
Commissioner Livingston moved to exit from executive session, Commissioner Tilden seconded, and the motion carried. No decisions were made in or as a result of the executive session.
