Special Meeting
Tuesday, June 22, 2021
Vice Chairman Overfield called to order a special meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, June 22, 2021. Present were Commissioners, Scott Mangold, Lloyd Thiel, Joe Tilden and Clerk Colleen Renner. Chairman Livingston was absent.
Steve Pomajzl led the audience in the Pledge of Allegiance.
Park County Commissioners – RE: Approve Final Vouchers, FY 2020-21
Commissioner Tilden made a motion to approve the final vouchers, Commissioner Mangold seconded, Commissioner Thiel abstained from voting as one payment is to Thiel Construction, Vice Chairman Overfield voted aye and motion carried.
For clarification purposes Vice Chairman Overfield stated this would include the $25,000 added to the Sheriffs budget for equipment and move the current provisional employees to the new provisional rates.

Park County Clerk, Colleen Renner – RE: Approve RFP for Park County Health Insurance Consultant
Clerk Renner stated Attorney Skoric has approved the proposed RFP. Vice Chairman Overfield stated there are several from the insurance committee that would like to have input on the document and questioned how the board would like to proceed.
After discussion and consensus to move forward with the RFP as presented Commissioner Thiel questioned how it would be advertised, Clerk Renner found several websites that would give it nationwide exposure, she also suggested emailing it to Wyoming Clerks and ask that they share with their Insurance Consultant, the two local newspapers, Commissioner Mangold then suggested reaching out to local insurance brokers to see if they have any interest.
Commissioner Thiel made a motion to advertise as discussed, Commissioner Mangold seconded, Commissioner Tilden opposed, and motion carried.
Park County Treasurer, Barb Poley – RE: Approval for Park County Treasurer Personnel
Ms. Poley presented to the board how a provisional person could help get the office caught up on the overflow and increase in the workload. After discussion Commissioner Thiel made a motion to allow Ms. Poley to move forward but to not spend a lot of money on advertising, Commissioner Tilden seconded, and motion carried.
First Deputy Park County Clerk, Hans Odde – RE: Approve 24 HR Malt Beverage Permit – Extreme Bulls
Mr. Odde presented for approval a request for a 24 Hour-Malt Beverage license for June 30.
Commissioner Thiel made a motion to approve and allow the chair to sign, Commissioner Tilden seconded, and motion carried.
Park County Commissioners – RE: Approve and Allow Chairman to Sign BLM Communications Site Lease – Cedar Mountain Radio Sites
Mr. Conners presented the site lease to the Board which is due June 28, 2021 and will continue for the next fifty years.
Commissioner Tilden made a motion to approve and allow the chair to sign the site lease, Commissioner Thiel seconded, and motion carried.
Mr. Pomajzl gave a brief update on where the budget stands with the final expenses being paid, it appears as if there will be roughly $100,000 carryover. Currently, we are still waiting on the Payment in Lieu of Taxes payment (PILT). Final discussion will be at the July 6th meeting with the public hearing scheduled for July 12 at 6 p.m. and finalize the budget on July 13.
Executive Session.
Vice Chairman Overfield called an executive session, pursuant to W.S. § 16-4-405 (a) (ii).
Commissioner Tilden moved to exit from executive session, Commissioner Thiel seconded, and the motion carried. No decisions were made in or as a result of the executive session.
