Regular Meeting
Tuesday, July 14, 2020
Chairman Tilden called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, July 14, 2020. Present were Vice Chairman, Lee Livingston, Commissioners, Dossie Overfield, Jake Fulkerson and Clerk Colleen Renner. Commissioner Thiel was absent.
Commissioner Fulkerson led the audience in the Pledge of Allegiance.
Park County Buildings & Grounds/Events Director, Mike Garza – RE: Approval to Replace Park County Building & Grounds Personnel
Mr. Garza discussed the difficulties with custodial staffing and the hours being worked. The Board would like Mr. Garza to issue an RFP to area cleaning companies and see if they would be interested in cleaning at the Fairgrounds. Mr. Garza will report back to the board.
Park County Treasurer, Barb Poley – RE: Approval to Replace Park County Treasurer Personnel
Treasurer Poley presented information regarding the need to refill the position that has become vacant. Ms. Poley also has one employee on FMLA that has only been able to return to work part time. After discussion Commissioner Overfield made a motion to allow the Treasurer hire due to one employee still being on Family Medical Leave Act, Commissioner Fulkerson seconded. Chairman Tilden called for the question, Commissioner Overfield and Livingston voted aye, Commissioner Fulkerson opposed, Chairman Tilden voted aye and motion carried.
Park County Engineer, Brian Edwards – RE: Approval to Replace Park County Public Works Personnel
Mr. Edwards reported the technical assistant moved back east and the position is now open. Mr. Edwards stated that it may be possible to wait until later in August when a landfill department employee retires, and a reorganization of public works could happen at that time.
Park County Engineer, Brian Edwards – RE: Consider Authorizing the Purchase of a Modular Bridge from True North Steel for the Replacement of Bridge DDO on County Road 4DT (Wood River) and Consider Awarding Contract for Professional Engineering, Surveying, and Construction Quality Assurance Services to TO Engineers.
Mr. Edwards stated this is the beginning processes of replacing bridge DDO due to WYDOT’s concerns with the load limits. Cost proposals were received for the design, fabrication, and delivery of a 120’ long by 24 feet wide modular steel bridge from three different suppliers. These include:
• Acrow Bridge Company (New Jersey based with offices in Colorado). Price: $361,500
• CONTECH (Big R Bridge Division with offices in Cheyenne, WY) Price: $347,500
• True North Steel (based in Billings) Price: $289,432
Commissioner Livingston made a motion to allow the purchase the bridge from True North Steel in the amount of $289,432.00, Commissioner Fulkerson seconded, and motion carried.
Proposals from TO Engineers, Engineering Associates, JL Engineering (with Sage), and DCI Engineers were received to aid with the design and construction of the bridge abutments to support the modular bridge structure. Public Works Department made a recommendation to contract with TO Engineers for the abutment design, geotechnical investigation, surveying, and construction quality assurance. TO Engineers estimated cost for professional services totaled $25,155. Commissioner Fulkerson made a motion to accept the bid from TO Engineers, Commissioner Livingston seconded, and motion carried.
Park County Commissioners – RE: Discussion on Pari-Mutuel Betting in Park County Presenters: Josh Allison, Randy Greer
Mr. Allison and Mr. Greer explained the concept of pari-mutuel betting and what it could do for Park County. After further discussion on how this could help with revenues Commissioner Fulkerson made a motion to allow and approve the pari-mutuel question to be placed on the 2020 general election ballot, Commissioner Livingston seconded, and motion carried. RESOLUTION 2020-38.

Commissioner Livingston made a motion to adjourn, Commissioner Overfield seconded, and the motion carried.
