Regular Meeting
Tuesday, July 12, 2022
Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, July 12, 2022. Present were Vice Chairman, Scott Mangold, Commissioners Lee Livingston, Lloyd Thiel, Joe Tilden and Clerk Colleen Renner.
Steve Pomajzl led the audience in the Pledge of Allegiance.
Consent Items:
Approve-Minutes, Payroll and Vouchers
Commissioner Tilden made a motion to approve minutes from June 20, 2022. Commissioner Thiel seconded and the motion carried.
Executive Session.
Commissioner Livingston made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (ii), Commissioner Mangold seconded, and motion carried.
Commissioner Thiel moved to exit from executive session, Commissioner Tilden seconded, and the motion carried. No decisions were made in or as a result of the executive session.
Clerk, Colleen Renner – RE: Public Hearing: Final Approval of Park County Budget Amendments
Chairwoman Overfield opened the public hearing.
Clerk Renner read the amendments.
Chairwoman Overfield called for public comments. There being none, Commissioner Tilden made a motion to close the public hearing, Commissioner Mangold seconded, motion carried.
Commissioner Tilden made a motion to approve the amendments, Commissioner Thiel seconded, motion carried. RESOLUTION 2022-66
Clerk, Collen Renner – RE: Public Hearing: Final Approval of Park County FY2022 -23 Budget
Chairwoman Overfield opened the public hearing.
Chairwoman stated that, according to the County Attorney, the state provided a 12-25% increase in wages for public defenders and the county may need to make further adjustments in the future.
Chairwoman Overfield called for public comments. There being none, Commissioner Livingston made a motion to close the public hearing, Commissioner Thiel seconded, motion carried.
Commissioner Livingston made a motion to approve the final budget for FY22-23 with the stipulation that the wage increase take effect on July 17, 2022, Commissioner Thiel seconded, motion carried. RESOLUTION 2022-67
Commissioners – RE: Continued Public Hearing for the Leonhardt Variance
Chairwoman Overfield reopened the public hearing.
Mr. Dillivan gave a brief update on Tim & Gina Leonhardt’s request for a variance for public sewer and water for a planned unit in an R-H zoning district.
Ms. Jalie Meinecke, who represents the applicants, asked to continue the public hearing for 90 days so the applicants can seek annexation through the City of Cody. If the annexation does not go through, the goal is to not have to restart the county process.
Chairwoman Overfield called for other public comments. There being none, Commissioner Livingston made a motion to continue the public hearing to October 18 at 9:35 a.m., Commissioner Tilden seconded, motion carried.
Commissioner Livingston made a motion to recess until 11 a.m., Commissioner Thiel seconded, motion carried.
Commissioner Livingston left the meeting at 10:30 a.m.
Commissioners – RE: Continued public hearing on Leonhardt SUP-234
Chairwoman Overfielad opened the continuation of the public hearing regarding Leonhardt SUP 234. There being no public in attendance, Commissioner Mangold moved to continue it to October 18 at 10 a.m. Commissioner Tilden seconded, motion carried.
Adjourn.
Commissioner Thiel moved to adjourn, Commissioner Tilden seconded, and the motion carried.
