Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, January 16, 2024. Present were Vice Chairman, Scott Steward, Commissioners Lee Livingston via zoom, Scott Mangold, Lloyd Thiel and Clerk Colleen Renner.
Commissioner Thiel led the audience in the pledge of allegiance.

Commissioner Mangold made a motion to approve the following consent agenda items: minutes from 1/2/2024; employee payroll $514,151.96 and elected payroll $102,415.36; vouchers; monthly Earnings & Collections Statements for Clerk, Clerk of District Court, and Sheriff; approve and sign FFY2024 Q1 TANF/CPI Report & Vouchers; Lease Renewal for Collection Professionals, Inc.; Financial Disclosure Statements Pursuant to Wyoming State Statute 6-5-118 (a); approve and allow Chair to Sign Petition for Inclusion for NWRWD. Joy Hill, Planning & Zoning Director – RE: Public Hearing: TE Ranch LP Floodplain Development Permit Application - #9-23
Ms. Hill confirmed ownership to TE Ranch, LP with documentation submitted by Bret Reed, Engineering Associates on December 8 and 21, 2023. They are requesting to remove an existing bridge and place a new bridge across the South Fork of the Shoshone River, riprap placement and road realignment will also be needed. The project is located 16 miles southwest of Cody. Properties nearest the site are used primarily for agriculture. Bureau of Land Management is to the west and State of Wyoming lands to the north. The existing bridge will remain in service until the new bridge is completed. Public notices and agency referrals have been met and no public comments received. The Army Core of Engineers indicated they will start processing the week of January 15. Staff recommends approval with the 8 conditions read into the record and removing number 3 as a response was received from the County Engineer.
Chairwoman Overfield called for public comments, there being none, Commissioner Mangold moved to close the public hearing, Commissioner Steward seconded, motion carried.
Commissioner Mangold moved to approve the floodplain development permit for TE Ranch with conditions provided by staff and without number 3, Commissioner Steward seconded, motion carried. RESOLUTION 2024-03
Kim Dillivan, Planning & Zoning Assistant Director – RE: Wollschlager Consideration of Penalties
Mr. Dillivan presented the violation history which the first letter was sent June 4, 2010. Beginning in 2021 and continuing through 2023 staff received complaints from neighbors concerning junk accumulating on the property including old vehicles, campers, appliances, tires, old farm equipment and vehicle parts. On November 7, 2023, Mr. Wollschlager appeared before the Board for consideration of penalties. The Board made the decision to give Mr. Wollschlager 60 days to work towards compliance.
After discussions between Mr. Wollschlager and the Board, Mr. Wollschlager stated he is working on it as much as possible with the intention to sell the land in the spring. After further discussion Commissioner Mangold moved to delay the penalty on the property until after April 1 with the understanding that the county will document progress with video now and again before this is revisited, Commissioner Livingston seconded, motion carried. Executive Session.
Commissioner Mangold made a motion to enter executive session pursuant to W.S. § 16-4-405 (a)(iii), Commissioner Thiel seconded, motion carried.
Commissioner Mangold moved to exit from executive session, Commissioner Thiel seconded, motion carried. No decisions were made in the executive session.
Commissioner Mangold moved to adopt the proposal discussed in executive session, Commissioner Steward seconded, motion carried.
