Vice Chairman, Scott Mangold called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, December 6, 2022. Present were, Commissioners Lee Livingston, Lloyd Thiel, Joe Tilden and Clerk Colleen Renner. Chairwoman Dossie Overfield was absent.
Pat Meyer led the audience in the pledge of allegiance.

Pat Meyer, Assessor – RE: Department Staffing
Assessor Meyer said Dave Wildman is retiring and another position in office is open. Commissioner Livingston stated if no positions are being added and the dollars are in the budget, there is no need to come before the board to fill the positions.
Kim Dillivan, Planning & Zoning – RE: Campbell SS-297 Final Plat
Ms. Cramer presented the final plat to create a subdivision consisting of one 10.67-acre lot for residential use and a remaining parcel of 110.7-acres. History as given and corrective warrant deeds with record of survey and ownership were filed prior to final plat. The property is owned by Philip Campbell in GR-5 zoning, approximately 14 miles west of Cody. Notices and agency referrals have been met. Conditions were read into the record.
Commissioner Tilden made a motion to approve with staff recommendations, Commissioner Thiel seconded, motion carried. RESOLUTION 2022-103
Kim Dillivan, Planning & Zoning – RE: L&P MS-69 Final Plat
Mr. Dillivan presented the final plat for a two-lot subdivision consisting of one 13.04-acre and one 21.96-acre lot, each for residential use. The property is owned by Lawrence Nelson and is in RR-2 zoning one mile north of Cody. The current use is agricultural. Notices and agency referrals have been met except for a long-term noxious weed management plan. Conditions were read into the record and no public comments received. Cody Schatz of Engineering Associates stated the weed plan was awaiting signatures and should be received soon.
Commissioner Tilden made a motion to approve with staff recommendations, Commissioner Livingston seconded, motion carried. RESOLUTION 2022-104
Amy Phillips, Park County Historic Preservation Commission – RE: Annual Report and Grant Application
Ms. Phillips updated the Board on receiving a grant to hire Robert Rosenberg to prepare a National Register nomination for the Sage Creek Community Center and Homesteader Museum. Rosenberg has visited both sites and expects a nomination by July 2023. Brian Beauvais reported on continued documentation and historical research pertaining to the Needle Creek Site. The PCHPC is currently working on updating the site form with the Shoshone National Forest. Mr. Beauvais prepared an overview of historic outfitting in Wyoming which highlighted the area and was published on WyoHistory.org.
Treasurer Dakota Russell resigned to pursue a professional position out of state. In his absence, Dr. Lawrence Todd acted as interim treasurer.
Commissioner Thiel noted the Board is conducting interviews for the PCHPC today and did not receive enough applications for three vacant positions. He told the representatives to have any interested applicants contact the commissioners’ office.
Commissioner Livingston made a motion to accept the annual report and allow the chair to sign, Commissioner Thiel seconded, motion carried.
Ms. Phillips spoke next on the reimbursable grants they receive and the ability to run them through the Park County Museum Board budget by adding the grant dollars they receive each year.
Barb Poley, Treasurer – RE: Wyoming Government Investment Board
Ms. Poley presented a resolution to provide authorization allowing participation for placement as a trustee on the Board of Trustees for the Wyoming Government Investment Board.
Commissioner Livingston made a motion to approve and allow the chair to sign, Commissioner Tilden seconded, motion carried.

After discussion about the applicants, the following motions were made.
Commissioner Tilden made a motion to reappoint Christie Muecke to the Fair Advisory Board, Commissioner Livingston seconded, motion carried.
Commissioner Tilden made a motion to appoint Dan Schein, motion died for lack of a second.
Commissioner Livingston made a motion to appoint John “JP” Jones to the Fair Advisory Board, Commissioner Thiel seconded, motion carried.
Commissioner Thiel made a motion to reappoint the three current Parks & Rec board members: Colby Stenerson, Dan Haman, and Bucky Hall. Commissioner Tilden seconded, motion carried.
Commissioner Livingston made a motion to reappoint Josh Christofferson, Perry Fisher and Sam May to Weed & Pest after receiving completed applications, Commissioner Thiel seconded, motion carried.
Commissioner Livingston made a motion to reappoint Dr. Aaron Billin as the Park County Health Officer, Commissioner Tilden seconded, Chairman Mangold voted aye, Commissioner Thiel opposed, motion carried.
Commissioner Tilden made a motion to reappoint William McCormick and Klodette Stroh to the Buffalo Bill Dam Visitor Center, Commissioner Thiel seconded, motion carried.
Commissioner Livingston made a motion to appoint Gary Warner and Laura Scheiber to the Historic Preservation Commission, Commissioner Tilden seconded, motion carried. Commissioner Thiel recommends holding-off on re-advertising until the Preservation Board reports back.
Commissioner Tilden made a motion to appoint Guy Eastman to Planning & Zoning, Commissioner Livingston seconded, motion carried.
Commissioner Thiel made a motion to appoint Brian Joseph Peters to Planning & Zoning, Commissioner Tilden seconded, motion carried.
Commissioner Livingston made a motion to re-appoint Robert Redman and appoint Zach Bowman to the Yellowstone Regional Airport Board Commissioner Thiel seconded, motion carried.
