Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, August 15, 2023. Present were Vice Chairman, Lloyd Thiel, Commissioners Lee Livingston, Scott Mangold, Scott Steward and Clerk Colleen Renner.
​Commissioner Mangold led the audience in the pledge of allegiance.

​Commissioner Livingston made a motion to approve the following consent agenda items: minutes: 8/1/23 & 8/7/23; payroll in the amounts of $549,926.28 and $102,392.55; approve and sign contracts for Special Funding; vouchers; monthly earnings and collection statements for the Clerk, Clerk of District Court, and Sheriff; approve and allow Chair to Sign FFY24 TANF/CPI Contract; Sign Support Letter for WYDOT Grant Application; sign support letters for Yellowstone Infrastructure Projects; Out of State Travel for Events Department and Public Works Department; Chair to Sign Hyper-Reach Contract for Park County Sheriff’s Office; Chair to Sign Shared Maintenance Agreement with U.S. Forest Service; sign letter of support for Park County Library Award Nomination; sign letter of support for Charter Communications to Extend Broadband Infrastructure in Park County. Kim Dillivan, Planning & Zoning Assistant Director – RE: Public Hearing: River Ridge MS-74 Sketch Plan
​Chairwoman Overfield opened the public hearing.
​Mr. Dillivan presented a minor subdivision designed by Morrison-Maierle for owners Crowell and Hermans. The request is to approve the creation of a three-lot subdivision consisting of one 1.57- acre lot, one 4.78-acre lot and one 19.66-acre lot all for residential use. The proposed location is five miles northeast of Cody in GR-5 zoning. Notices and agency referrals have been met and several public comments received. Staff recommends approval with seventeen conditions read into the record and #15 being removed as it has been met.
​Chairwoman Overfield called for public comment. Attorney Colin Simpson, Jim Dougherty, and Ted Harvey all had comments regarding easements. Chairwoman Overfield asked if anyone else from the public wanted to comment, there being none, Commissioner Mangold moved to close the public hearing, Commissioner Thiel seconded, motion carried.
​Commissioners discussed the need for listing conditions that the Board has no control over. Commissioner Livingston moved to approve with conditions removing #15, Commissioner Steward seconded, Commissioner Thiel asked to amend the motion by removing #6, Commissioner Livingston stated the applicant has no problem with the requirement, motion carried as stated. Ben McDonald, Project Manager, Public Works Department – RE: Award CMAQ FY22 Contract and Allow Chair to Sign – CANCELLED
Commissioners – RE: Board Liaison Updates
​Commissioner Mangold presented what is happening with Park County Recreation District, Fair and PEP which meets in the a.m., so Commissioner Thiel has tried to make those meetings.
​Chairwoman Overfield presented what is happening with Library, Museum, Forward Cody, Health & Wellness, BLM and Urban Systems.
​Commissioner Livingston liaison for Buffalo Bill Dam Visitor Center and Travel Council and Shoshone Forest Service.
​Chairwoman Overfield had a brief discussion on the opioid funds for supervised treatments with the City of Cody Commissioner Mangold questioned will law enforcement receive some of the funding also.
​Commissioner Thiel spoke on Weed and Pest, Predatory Animal Board, Meeteetse Local Planning, Meeteetse Visitor Center, PEP that he attended, Urban Systems in Powell, and BLM.
​Commissioner Steward talked on Basin Authority, CYAIR and Cody Shooting Complex.
Casey McQuiston, District Ranger, Shoshone National Forest, North Zone – RE: Shoshone National Forest Campground Fee Increase
​Mr. McQuiston stated fees for the recreation sites within Shoshone National Forest will be increasing in 2024 with 95% of the fees collected remaining at the Forest for operations, maintenance, and improvement to the sites.
​The revenue provides campground hosts through peak seasons, maintenance of equestrian amenities, toilet cleaning, pumping and garbage services to name a few. Commissioners had discussions on trailheads, on-line reservations, and new areas within the districts. Mr. McQuiston also stated the budgets for wildlife, fire, and timber hold priorities over recreation. Organizations help recreation dollars stretch further.
Brian Edwards, Engineer, Public Works Department – RE: Open SOQ’s for Professional Engineering & Land Surveying Services-Willwood Road Improvements
​Mr. Edwards stated this project has been on the radar to get started so construction can begin next summer. The project was advertised within a three-hour drive. Statement of Qualifications were received from Engineering Associates, Morrison Maierle, and Ardurra, interviews will be Thursday, August 31. The Clerk will hold the sealed price proposals until September 5th when a recommendation is given.
Commissioners – RE: HVAC Office Relocations
​Chairwoman Overfield briefed the board on the upcoming moves for departments, Planning & Zoning, Assessor and Commissioners Executive Assistant will all move to the complex. Public Works and Solid Waste will move to portable buildings north of the old Game & Fish Building on the Meeteetse Highway. Clerk, Treasurer and Elections will move to the Public Works Building 11th and Beck. Attorney, District Court, and Circuit Court will relocate to offices in the Old Courthouse. Public Health will go to the Coroner Building.
​There will be several units placed in the employee parking lot for storage with the back parking lot staged with materials to complete the project. Access into the Original Courthouse will be the front entrance and ADA access will be in the rear of the building. For further information please go to www.parkcounty-wy.gov.
​Beginning October 1st all Commissioner Meetings will be held in the Grizzly Room at the Park County Library.
House District 28 Representative John Winter – RE: State Proposed Shooting Complex Discussion
​Mr. Winter presented the Legislative passing of SF169 to create a task force which consists of two representatives, two senators and various government personnel and private industry individuals which were chosen by Governor Gordon. This group will be coming up with solid plans for a large shooting complex to present to the Legislature in two years. The money to support this project is coming from WY State General Fund $5 million, $2.5 million from WY Game and Fish and WY Office of Tourism each. Issues to be considered in the community proposals are air service, wind, land availability.
​The public may take a survey on the website. Commissioner Livingston and Steward will serve on the local committee.
