December 4, 2023
The governing body of the City of Powell met in regular session at 6:00 p.m. on December 4, 2023, in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order, and the following were present: Mayor John Wetzel, Council Members Tim Sapp, Lesli Spencer, Floyd Young, Zane Logan, Geoff Hovivian and Steven Lensegrav. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, Attorney Sandee Kitchen and Deputy Attorney Scott Kath. Approval of Agenda: Administrator Thorington asked to add a claim for ABC Trees as line item #10 for $7,070. Councilman Logan moved to approve the agenda as amended, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Approval of November 20, 2023 Minutes: Councilman Young moved to approve as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Bills and Claims: Councilman Sapp abstained #41. Councilman Sapp made a motion the bills be allowed as amended and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Annual Request for On-Premise Consumption: Powell Elks Lodge & American Legion. Mayor asked for an update and City Clerk Brando gave update that it is for on-premise and can be outside the licensed building, and have not had any issues. Councilman Lensegrav moved to approve, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED.
Discussion Proposal Options City Attorney: Mayor Wetzel stated we received one proposal from Copenhaver, Kitchen & Kolpitcke, LLC with 3 options. Councilman Lensegrav asked staff approximate hours and we believe the 20-30 hours monthly is reasonable for the City of Powell. Councilman Lensegrav stated he would prefer option A. It was asked if they can invoice so the City can get data for hours and Scott Kolpitcke stated yes, that is easily done. Councilman Logan and Mayor Wetzel agreed that Option A is best. The City will work with the firm to finalize a contract for the appointment.
Park County Travel Council Appointment: Mayor Wetzel recommends Jill Hartmann, Councilman Hovivian moved to approve, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
General Announcements: Attorney Kitchen’s last meeting and thank the council for almost 40 years of service. Councilman Logan thanked the attorneys for work throughout the years as did Mayor Wetzel. Administrator Thorington announced Chief Eckerdt’s retirement at the end of the month. Adjourn: There being no further business to be considered at this meeting, Councilman Young moved to adjourn, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:18 p.m.
