The governing body of the City of Powell met in regular session at 6:00 p.m. on November 18, 2019 in the Council Chambers of City Hall. Mayor Wetzel opened the meeting and led those in attendance in reciting the Pledge of Allegiance. Mayor Wetzel called the meeting to order and the following were present: Mayor John Wetzel, Council Members Jim Hillberry, Tim Sapp, Scott Mangold, Floyd Young, Lesli Spencer and Steven Lensegrav. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Sandee Kitchen and Deputy Attorney Scott Kath. Approval of Agenda: Councilman Hillberry moved to approve the agenda as presented, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Approval of November 4, 2019 minutes: Councilman Lensegrav moved to approve minutes as presented, seconded by Councilman Young, unanimous approval, MOTION CARRIED. Bills and Claims: Councilman Hillberry abstained #26 and Mayor Wetzel # 48. Councilman Young made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Public Hearing: 6:00 P.M. City of Powell Liquor License Renewals 2020 – Retail, Microbrewery, Restaurant and Limited License. Attorney Kitchen opened the meeting at 6:02 P.M.; no comments; closed 6:03 P.M. Annual License Holder Review presented and Councilman Mangold commended the license holders on this year’s report. Councilman Young moved to approve all licenses as presented, seconded by Councilman Hillberry, unanimous approval, MOTION CARRIED. Public Hearing: 6:05 P.M. Renewal of ClockTower Inn of Powell, LLC Retail Liquor License. Attorney Kitchen opened the meeting at 6:05 P.M.; no comments; closed 6:06 P.M. Councilman Lensegrav moved to approve ClockTower Inn of Powell, LLC license renewal, seconded by Councilwoman Spencer; vote aye, Mangold, Hillberry, Spencer, Lensegrav, Young, Nay Sapp, MOTION CARRIED. Request for Santa Landing helicopter Nov. 29th at the corner of 2nd St. and Clark St in the parking lot. Councilwoman Spencer moved to approve, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Committee updates: Councilman Mangold Rec Board, Councilman Hillberry Shoshone Municipal Pipeline, Councilman Lensegrav Golf Board and Councilman Young Recycle Board updates.
Local Government Liability Pool Ballot for board members moved by Councilman Hillberry recommending Greg James At-Large and Richard Grant County, seconded by Councilman Young, unanimous approval, MOTION CARRIED. Powell Golf Club Moyer Foundation Request for fiscal sponsor discussed by Administrator Thorington is for purchase of gas golf carts and the City has in the past been the fiscal sponsor. Councilman Lensegrav moved to approve and authorize signatures to drafted letter, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. General Announcements: Administrator Thorington informed council employee recognition dinner Dec. 13th and Mayor Wetzel has a tentative date for the Legislative Dinner.
There being no further business to be considered at this meeting, Councilman Mangold moved to adjourn, seconded by Councilwoman Spencer unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:17 p.m.
