March 21, 2022
The governing body of the City of Powell met in regular session at 6:00 p.m. on March 21, 2022 in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order and the following were present: Council Members Tim Sapp, Floyd Young, Lesli Spencer, Steven Lensegrav, Zane Logan and Geoff Hovivian. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, Police Chief Roy Eckerdt and Deputy City Attorney Scott Kath.
Approval of Agenda: Councilman Logan moved to approve the agenda as presented, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Approval of March 7, 2022 minutes: Councilman Young moved to approve minutes as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Bills and Claims: Councilman Lensegrav made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Powell Golf Club funding request presented by Board President, Pat Day, requesting funds from Powell Foundation through the city for funding a sand filter for irrigation system for $9717.70. Mayor Wetzel asked if this could wait until July 1st so we can get it in our budget and Mr. Day agreed asking for Council to draft a letter requesting funds for the project as outlined. Councilman Lensegrav moved to approve letter and request for funds from Powell Foundation after July 1, 2022 with all necessary signatures, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED. Request for Parking Variance Ord. 5.24.090: Plaza Diane events June 9, 16, 23, 2022 and July 7, 14, 21, 2022 from 4pm – 8pm and Aug. 13 12pm -10pm to park food trucks on a public street. Councilwoman Spencer moved to approve, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Request for Parking Variance Ord. 5.24.090: Travis Jones, President of Powell Little League requested for food trucks on public street or right-of-way opening day at the Little League fields May 14, 2022 and Tourney June 20-24, 2022 3pm – 7pm with discussion to coordinate with Parks Supt. Miller. Councilman Hovivian moved to approve as requested coordinating with Parks Supt. Miller, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Committee Updates: Councilman Lensegrav Golf Board, Councilman Logan WMPA and Councilman Hovivian Tree Board. Park Co. Travel Council Joint Powers Agreement Amendment: reviewed by Attorney Kitchen with updates from Attorney General. Councilwoman Spencer moved to approve as amended and authorize necessary signatures, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED. Resolution No. 2, 2022: A Resolution Adopting the Wyoming Region 6 Hazard Mitigation Plan, reviewed by Attorney Kitchen and Chief Eckerdt spoke on plan updates every 5 years and the move from county to regional plan. Councilman Lensegrav moved to approve and authorize all necessary signatures, seconded by Councilman Young, unanimous approval, MOTION CARRIED. General Announcements: City Administrator Thorington gave an update on Antics, LLC options to purchase land, and Dairy Queen subdivision pending final mylar updates by their engineers.
There being no further business to be considered at this meeting, Councilman Hovivian moved to adjourn, seconded by Councilwoman Logan, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:16 p.m.
