January 3, 2023
The governing body of the City of Powell met in regular session at 6:00 p.m. on January 3, 2023 in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order and the following were present: Council Members Tim Sapp, Floyd Young, Steven Lensegrav, Zane Logan and Lesli Spencer. Absent Council Member Geoff Hovivian. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Sandee Kitchen and Deputy City Attorney Scott Kath.
Unfinished Business of Current Seated Council: Approval of December 19, 2022 minutes: Councilman Sapp moved to approve minutes as presented, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Bills and Claims: Councilman Young made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
Oath of Office: Mayor John Wetzel gave the Oath of Office to Councilmembers Tim Sapp, Steven Lensegrav and Zane Logan. Approval of Agenda: Councilman Young moved to approve the agenda as presented, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Mayoral Appointments: Mayor Wetzel recommends re-appointing City Attorney Sandra S. Kitchen and Deputy City Attorney. Attorney Kitchen asked that Scott Kolpitcke be added as an alternate in the event both attorneys are absent and Mayor agreed. Councilman Logan moved to approve City Attorney Kitchen, Deputy Attorney Kath and Alternate Attorney Kolpitcke, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Municipal Judge re-appointment of Bret T. Allred requested by Mayor Wetzel and approval of contract. Councilwoman Spencer moved to approve Bret T. Allred as Municipal Judge and authorize necessary signatures for contract, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Ordinance No. 4, 2022: An Ordinance to Change the Zoning Designation of Lots 11, 12 and the N. 100’ of Lots 9 and 10, Block 42, Original Town of Powell, From B-G, General Business District, to R-G, General Residential District. Councilman Lensegrav moved to approve on third and final reading, seconded by Councilman Sapp, unanimous approval,
MOTION CARRIED. Resolution No. 1, 2023: A Resolution Authorizing Sale of Property and Authorizing Signatures for Warranty Deed 3rd Amended Plat, Gateway West Addition Lot 18 (Bennett). Councilman Sapp moved to approve and authorize necessary signatures, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Attorney Kitchen gave update on Lot 19 sale. Bid Award Squad Car: Fremont Motors Powell was only bidder at $38,271.00. Councilman Lensegrav moved to approve and authorize necessary signatures, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Resolution No. 2, 2023: A Resolution Authorizing Submission of a Local Government Project ARPA Grants Application to the State Loan and Investment Board on Behalf of the Governing Body for the City of Powel, Wyoming (HVAC Replacement Project). City Administrator gave an overview of the grant and the projects in the CIP and already in the budget. Councilman Sapp moved to approve, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Certification Statement ARPA Grant Application HVAC Replacement Project: City Administrator reviewed and Councilman Lensegrav moved to approve City Administrator Zack Thorington, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
There being no further business to be considered at this meeting, Councilwoman Spencer moved to adjourn, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Mayor Wetzel adjourned the regular meeting at 6:13 p.m.
