The governing body of the City of Powell met in regular session at 6:00 p.m. on December 2, 2019 in the Council Chambers of City Hall. Mayor Wetzel opened the meeting and led those in attendance in reciting the Pledge of Allegiance. Mayor Wetzel called the meeting to order and the following were present: Mayor John Wetzel, Council Members Jim Hillberry, Tim Sapp, Scott Mangold, Floyd Young, Lesli Spencer and Steven Lensegrav. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Sandee Kitchen and Deputy Attorney Scott Kath. Approval of Agenda: Councilwoman Spencer moved to approve the agenda as presented, seconded by Councilman Mangold, unanimous approval, MOTION CARRIED.
Approval of November 18, 2019 minutes: Councilman Young moved to approve minutes as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
Bills and Claims: Councilman Hillberry made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Matters from the Public: Lynn Cook at 418 N Division addressed Council on water bill issue and properties he owns using excess water. Mayor Wetzel asked if staff has looked at the issues and they had not been notified, City Administrator Thorington said he would get the addresses and look at the usage and will contact Mr. Cook at phone number provided. Committee updates: Councilwoman Spencer gave and update on Airport Board and PEP Board. Councilman Hillberry discussed parking restrictions on Bent Street particularly in front of the Post Office and that it is 2 hr. parking and businesses need to be reminded. Councilwoman Spencer suggested reaching out to the chamber for discussions.
Policy and Procedure Updates discussed by Administrator Thorington 4.1 Job Classification update; 4.2 Wage and Salary Policy; 5.17 Social Media Policy; and 5.18 Gift Policy. Discussion or questions taken on the policies considered. Councilman Lensegrav made a motion to approve policy 4.1 as presented, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Councilman Mangold moved to approve policy 4.2 as presented, seconded by Councilman Hillberry, unanimous approval, MOTION CARRIED. Councilman Floyd moved to approve policy 5.17 as presented, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED. Councilman Young moved to approve policy 5.18 as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
General Announcements: Administrator Thorington let council know city departments will start to give annual updates at the next meeting, and thanked Parks Dept. for the decorations around town. Administrator Thorington reminded council of employee recognition and legislative dinners.
There being no further business to be considered at this meeting, Councilman Young moved to adjourn, seconded by Councilman Mangold unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:20 p.m.
