City Council Proceedings
August 1, 2022
The governing body of the City of Powell met in regular session at 6:00 p.m. on August 1, 2022 in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order and the following were present: Council Members Tim Sapp, Floyd Young, Zane Logan, Lesli Spencer and Geoff Hovivian. Absent Councilman Steven Lensegrav. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando and City Attorney Sandee Kitchen. Approval of Agenda: Councilwoman Spencer moved to approve the agenda as presented, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Approval of July 18, 2022 minutes: Councilman Sapp moved to approve as presented, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Bills and Claims: Councilman Sapp abstained #36. Councilman Hovivian made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
PUBLIC HEARING: Budget Amendment FY 22/23 - Attorney Kitchen opened the public hearing at 6:01 p.m., no comments, closed public hearing at 6:02 p.m. Resolution 6, 2022: A Resolution to Amend the 2022-2023 Budget. Councilman Young moved to approve Resolution 6, 2022, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Ordinance No. 3, 2022: Attorney Kitchen read by title: An Ordinance Vacating Twenty Feet of Alley South of Lots 1 thru 9, and Sixty Feet of Right of Way East of Lot 1, Shoopman Subdivision No. 3A, Powell, Park County, Wyoming. Councilman Sapp moved to approve on 2nd reading, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Declaration of Surplus Property: Administrator Thorington presented listing, Councilman Hovivian moved to approve and authorize necessary signatures, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Bid Results Semi Truck: Administrator Thorington gave results, one bid by Peterbilt of Wyoming for $109,000 for a 2014 Peterbilt. Councilman Hovivian moved to approve and authorize necessary signatures, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Policy & Procedure updates: 4.1 Job Classifications, Administrator Thorington explained the addition of the Facilities Manager and Deputy Finance Director. Councilwoman Spencer moved to approve updates, seconded by Councilman Young, unanimous approval, MOTION CARRIED. General Announcements: Administrator Thorington gave an update on the survey of city owned property on Gateway Drive and Washington Park volunteers working this week.
There being no further business to be considered at this meeting, Councilman Hovivian moved to adjourn, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:13 p.m.
