NOTICE TO AIRPORT CONSULTANTS
 The City of Powell, Wyoming is soliciting Statements of Qualifications and Experience from consulting firms to provide professional aviation planning services for the community’s airport, the Powell Municipal Airport, located north of town. Projects may include (in no order of priority):
Airport Master Plan Updates
Airport Layout Plan Updates
Environmental Overviews and Phase I and II Studies
Airport Environmental Assessments or Portions Thereof
Other aviation related incidental planning as required by the sponsor, including meetings, presentations or other public relations
 A complete copy of the Request for Statements of Qualifications and Experience may be obtained from Powell City Hall, 270 N. Clark St., in Powell, WY, or www.cityofpowell.com . 
All proposals received will be evaluated based on FAA Advisory Circular 150/5100-14E (available at: https://www.faa.gov/documentLibrary/media/Advisory_Circular/150-5100-14E.pdf), and on compliance with the request. The selection will be qualifications based.
 Fees for individual projects will be negotiated as funding is obtained. Projects funded through FAA grants will be subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the provisions of the Department of Transportation Regulations 49 CFR Part 26 (Disadvantaged Business Enterprise Participation) and to foreign trade restrictions. DBE firms are encouraged to apply.
 The Consultant must supply all information required by the Request for Statements of Qualifications and Experience. The City reserves the right to waive any informalities and minor irregularities in the submittals and to select the Consultant deemed, in the opinion of the City, to be in the best interest of the City and airport. 
Statements of Qualifications and Experience shall be limited to a maximum of 25 pages, inclusive of all pre-printed or other promotional material. Interested consultants are to submit seven (7) complete copies of the Statements of Qualifications and Experience by 4:00 pm local time on Thursday, December 2, 2021, to the above address.
