Regulations process still has ‘a long ways to go’

Park County is still a ways from finalizing new development standards and regulations. 

At Tuesday’s meeting, Commission Chair Dossie Overfield and Commissioner Lloyd Thiel said there will be at least one more revised zoning map and more chances to comment before new regulations are finalized. 

That comes amidst a flurry of comments and letters expressing concerns with the zoning in the draft map currently available to view on engageparkcounty.com. 

“The perception is this is their last chance,” Thiel said. “There will be a second map with revised zoning based on comments received until the end of May.”

Overfield said there will be at least one more map with revised zoning, if not more revisions, before it’s finalized. After this period closes for comment at the end of May, she said the consultants will compile that information, speak with commissioners and the planning and zoning board, then go back out to the public via individual planning areas for more input. 

“There’s still quite a bit of work to do,” she said. 

One of the concerns has revolved around a large strip of land south of Powell being zoned industrial in the initial draft map. 

Overfield said even if a resident’s land was to end up industrial — and this is a draft map that has not yet been weighed on by commissioners — that would not change a property owner’s taxes, which are lower for ag and residential properties than for industrial and commercial. That’s because property is assessed based on the use of the property, rather than its zoning.
