Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, September 20, 2022. Present were Vice Chairman, Scott Mangold, Commissioners Lee Livingston, Lloyd Thiel, Joe Tilden and Clerk Colleen Renner.
Commissioner Thiel led the audience in the Pledge of Allegiance.
Consent Items: Approve-Minutes, Payroll and Vouchers
Commissioner Livingston made a motion to approve the following consent agenda items: minutes from September 6, 2022; bi-weekly payroll in the amount of $698,094.33; vouchers; monthly earnings and collection statements for the Clerk, Clerk of District Court, and Sheriff; Petitions for Inclusion-Northwest Rural Water District; renewal for Tex-OK Energy lease; and renewal for Thomas Boyd lease. Commissioner Tilden seconded, motion carried.

Kim Dillivan, Planning & Zoning – RE: Public Hearing: Gillett North MS-66 Sketch Plan
Chairwoman Overfield opened the public hearing.
Mr. Dillivan presented for approval a minor subdivision application from Donald Gillett which would create a two-lot subdivision consisting of one 12.9-acre lot and one 22.0-acre lot for residential use located in GR-P zoning. Neighboring land uses are agricultural and residential, notices and agency referrals have been met. Staff recommendations 1-12 were read into the record. No public comments were received.
Chairwoman Overfield called for public comments, there being none, Commissioner Tilden made a motion to close the public hearing, Commissioner Thiel seconded, motion carried.
Commissioner Livingston moved to approve with conditions as read, Commissioner Thiel seconded. Commissioner Mangold questioned the drain tiles. Rusty Blough of Morrison-Maierle stated they have a map sketched that will appear on the final plat. No further discussion, motion carried. RESOLUTION 2022-92
Kim Dillivan, Planning & Zoning – RE: Public Hearing: Diamond View Ranch SUP-240
Chairwoman Overfield opened the public hearing.
Mr. Dillivan presented for approval an SUP from Jesse & Jamie Blankenship to operate an event center business serving as a venue for weddings, family reunions, class reunions, retirement parties, team building events, wedding showers, baby showers, and other similar events. It will operate in a proposed 1,600-square foot building with a 480-square foot lounge building containing restrooms and changing facilities. A concrete patio and an outdoor ceremony area will be located nearby with a parking area. Legal notices and agency referrals have been met. One letter from Lynn & David Dreifuss opposed the project. The property is in GR-P zoning approximately 6.5 miles north of the intersection Hwy 294 and 14A. Staff recommends approval with conditions read into the record and eliminate #2 as completed. Commissioner Thiel asked about enlarging the 20-foot easement to 30 feet.
Chairwoman Overfield called for public comments. There being none, Commissioner Livingston motioned to close the public hearing, Commissioner Mangold seconded, motion carried.
Commissioner Mangold moved to approve with recommended conditions, Commissioner Livingston seconded, motion carried. RESOLUTION 2022-93
Kim Dillivan, Planning & Zoning – RE: Public Hearing: Merit Energy SUP-242
Chairwoman Overfield opened the public hearing.
Mr. Dillivan presented an SUP for Merit Energy allowing construction and use of a 180-foot communication tower on BLM land in the Elk Butte Oregon Basin Oil Field. It will replace an existing tower. Legal notices and agency referrals have been met. Staff read conditions into the record, removing #2 regarding a weed management plan.
Chairwoman Overfield called for public comments, there being none, Commission Livingston moved to close the public hearing, Commissioner Tilden seconded, motion carried.
Commissioner Livingston made a motion to approve with the removal of condition #2, Commissioner Tilden seconded, motion carried. RESOLUTION 2022-94
Kari Smith, Park County Clerk’s Office – RE: Public Hearing: Liquor License
Chairwoman Overfield opened the public hearing.
Ms. Smith presented a transfer from Brad Wagler to Wapiti Valley Meats LLC. This has been approved by the liquor division and the LLC is in good standing. Notices have been met and no public comments received. If approved, Ms. Smith stated the license will run from September 20, 2022 to July 24, 2023. Commissioner Thiel questioned how many licenses are available; at this time there are four.
Chairwoman Overfield called for public comments, there being none, Commission Tilden moved to close the public hearing, Commissioner Thiel seconded, motion carried.
Commissioner Thiel moved to approve the liquor license transfer, Commissioner Livingston seconded, motion carried.
Joy Hill, Planning & Zoning Director – RE: Requesting Approval to go out for Bid/RFP on Reg. Amendments
Ms. Hill stated that when the new land use plan is complete, regulation amendments will be needed. She recommends putting out an RFP to begin the process of receiving bids and selecting a company. After discussion, Ms. Hill stated it would be advertised in the same way as the land use plan.
Commissioner Thiel moved to approve the request to put out an RFP for proposals for the regulation amendments, Commissioner Livingston seconded, motion carried.
Scott Steward, Sheriff – RE: Vehicle Bids
Sheriff Steward stated bids were received from Fremont Motor-Cody and Denny Menholt for the purchase of four trucks.
Denny Menholt bid four new Chevy 1500 crew cab pickups after trade $132,500 without power seats.
Fremont Motor-Cody bid four Dodge Ram pickups after trade $114,740.
Neither bid guarantees an arrival time; it was noted the county is still waiting on Dodges from last year.
Sheriff Steward will return with his recommendation.
Jenny Cramer, Planning & Zoning – RE: MW SS-293 Corrected Final Plat
Ms. Cramer presented a corrected final plat after an error was discovered with the original approved August 23 (Resolution 2022-81). A corrective deed (2022-5121) was recorded with the amended final plat for MW SS-293.
Commissioner Tilden moved to approve the corrected final plat, Commissioner Thiel seconded, motion carried. RESOLUTION 2022-95
Scott Steward, Sheriff – RE: Vehicle Bids-Recommendations
Sheriff Steward presented his recommendation, after a discussion about the Dodge trucks bid almost a year ago having yet to arrive.
Commissioner Livingston made a motion to accept the bid from Denny Menholt for four new Chevys in the amount of $132,500, Commissioner Tilden seconded. The board discussed the lower bid, supply chain issues and the performance of Chevy and Dodge; Mr. Steward said they had similar maintenance costs. After further discussion Chairwoman Overfield called for the question, Commissioner Mangold opposed, motion carried.
