Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, October 1, 2024. Present were Vice Chairman, Scott Steward, Commissioners Lee Livingston, Scott Mangold, Lloyd Thiel and Clerk Colleen Renner.
Commissioner Mangold led the audience in the pledge of allegiance.

Commissioner Livingston made a motion to approve the following consent agenda items as presented: Minutes, September 17, 2024; payroll which included insurance of $747,667.33; vouchers; ad for Commissioners’ Executive Assistant; approve and allow Chair to sign an extension of the Powell Fairgrounds lease for NWC; Lease amendment for AirPro; New lease for Stelting & Gross LLC; and annual Snow Removal Agreement with City of Powell. Commissioner Steward seconded; motion carried.

Jenny Cramer, Planning & Zoning – RE: Juarez MS-83 Final Plat Review
Ms. Cramer presented, for landowner Delfino Juarez of Juarez Real Estate, LLC., an application requesting approval of the final plat of Juarez MS-83 consisting of a five-lot subdivision consisting of one 3.51-acre lot, one 3.52-acre lot, one 3.54-acre lot, one 14.86-acre lot, and one 14.95-acre lot each for residential use. Leaving a 35.69-acre remainder parcel. The property is in GR-P zoning, located 1 mile North of Powell. No public hearing or notices are required. All other requirements have been met, with two recommended conditions.
Both conditions were read into the record. Condition one was amended, as owners had met original requirements.
Commissioner Mangold moved to approve the final plat with staff recommendations, Commissioner Thiel seconded, motion carried. RESOLUTION 2024-54
Jenny Cramer, Planning & Zoning – RE: Amended Plat of Gines SS-313 (Lot 1 and Lot 2)
Ms. Cramer presented an amended plat application to approve a boundary line adjustment vacating the original design and creating Lot 101 (8.83-acres) and Lot 102 (26.18-acres). Owners Kurt & Tina Graven of Lot 1 and Colby & Codi Gines Lot 2. The subdivision is located 5.2 miles Southwest of Powell. Public hearing is not required, and agency referrals have been met. Staff recommends approval with the three conditions read into the record.
Commissioner Livingston moved to approve as presented Commissioner Steward seconded motion carried. RESOLUTION 2024-55
Jenny Cramer, Planning & Zoning – RE: River Rock Estates MS-84 Final Plat Review
Ms. Cramer presented the final plat application, for landowner Jeremiah & Rachel Vardiman, to approve the split of 1-acre lot for residential use from an existing 102.02-acre parcel. The property is located 3.5 miles Southeast of Powell in GR-P zoning. All requirements have been met. Staff recommends approval with the two conditions read into the record.
Commissioner Thiel moved to approve with conditions as presented, Commissioner Livingston seconded, motion carried. RESOLUTION 2024-56
