Virtual Regular Meeting
Tuesday, November 17, 2020
Acting Chairman Livingston called to order a virtual regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, November 17, 2020. Present were Commissioners, Dossie Overfield, Jake Fulkerson, Lloyd Thiel, and Clerk Colleen Renner. Chairman Tilden was absent.
Chairman Livingston led the audience in the Pledge of Allegiance.
Consent Items:
Commissioner Thiel made a motion to approve minutes from November 4 and 10, 2020; payroll in the amount of $404,897. 81; vouchers; monthly earnings and collections statements from the Clerk, Clerk of District Court and Sheriff; lease agreements with Wyoming Coalition Against Domestic Violence and Sexual Assault; Park County Cody Shooting Complex and Wyoming Legal Aid Commissioner Overfield seconded, and motion carried.

Park County Deputy Clerk, Hans Odde – RE: Public Hearing: Park County Liquor License for Community Mountain LLC dba Sleeping Giant
Chairman Livingston opened the public hearing.
First Deputy Clerk Mr. Odde presented the new liquor license application for new owners Community Mountain, LLC, Nicholas Piazza proprietor. The application was presented to the state and everything is in order to move forward with the liquor license for Sleeping Giant.
The license will be prorated and good until July 24, 2021. The business is on leased property with the Forest Service through 2059 and can sell liquor on the premises per the terms of the FS lease agreement. All financial information has been reviewed and approved by the State Liquor Division.
Commissioners had no questions or comments. Chairman Livingston called for public comments there being none, Commissioner Thiel made a motion to close the public hearing, Commissioner Fulkerson seconded, and motion carried.
Commissioner Overfield made a motion to approve the application as presented, Commissioner Fulkerson seconded, and motion carried.
Park County Library Director, Karen Horner – RE: Approval to Replace Park County Library Personnel
Ms. Horner and Ms. Stuart reported that there are two openings at the county libraries. The Cody Library main circulation position was just vacated by a retirement and works evenings and Saturdays to allow the library to be open. The Meeteetse position is required to be filled per the contract with the school system and the library being in the school building.
Commissioner Livingston stated based on declining revenues shortening hours and services could be mandatory in the future.
Ms. Horner stated the library is reviewing operations to maximize savings in the future.
Ms. Stuart stated currently the library is undergoing review of all positions and hope to have results soon.
Chairman Livingston gave the blessing for the library to move forward, no action is required
Park County Public Health Officer, Dr. Aaron Billin and Park County Health Nursing Manager, Bill Crampton RE: Update on COVID-19
Dr. Billon and Mr. Crampton gave an update on COVID-19 happenings within the state and their request from the State to implement a mask mandate in Park County. There has been a significant rise in cases in Park County and the state with an average of 8 to 12 patients being hospitalized daily. The Governor is taking steps to possibly require masks statewide. Per capita Wyoming is number 4 in new cases and number 3 in deaths nationwide. Discussions revolved around enforcing the mask mandate, stronger educational message, the message to folks that the board is not here to harm Park County they want us to stay healthy and stay open Dr. Billon stated there is a reason we are not elected; we are not beholding to any one political bias, he also stated he appreciates the commissioners involvement from the beginning and are having a better outcome than other counties which are battling opposition with their leadership. Dr. Billon ended with wanting to know the boards comments and invite the significant input.
