Regular Meeting

Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, November 12, 2024. Present were Vice Chairman, Scott Steward, Commissioners Lee Livingston, Scott Mangold, Lloyd Thiel and Clerk Colleen Renner.
Attorney Skoric led the audience in the pledge of allegiance.
Executive Session.
Commissioner Livingston made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (iii), Commissioner Steward seconded, and motion carried.
Chairwoman Overfield ended the Executive Session.
Commissioner Livingston made a motion to adopt the proposal as discussed in executive session, Commissioner Thiel seconded motion carried.
Park County Commissioners – RE: Discussion on Aggregate vs Embedded Insurance
Mr. Lewis our USI Advisor sent the new IRS guidelines on our deductible for the upcoming year. Mr. Lewis was present via zoom to discuss the differences between Aggregate vs Embedded. Park County is on the Embedded plan currently with 114 employees with spouse/dependents and 70 employees only. The aggregate plan would allow the county to lower the deductibles to $2,000 for employee only and $4,000 for family with the out of pocket remaining the same, $5,000 employee only and $10,000 employee with spouse/dependents. On a liability basis to the county, Companion Life does not see no more than a 1-2% increase in liability and the Board could vote to go back to Embedded beginning July 1, 2025. A decision is needed for open enrollment, RCI and Companion Life are needing to know how to move forward.
Commissioner Mangold made a motion to move to the aggregate plan option for the county from embedded, changing deductibles to $2,000 & $4,000, Commissioner Livingston seconded, motion carried.

Commissioner Thiel moved to adjourn, Commissioner Steward seconded, and the motion carried.
