Chairman Tilden called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, March 3, 2020. Present were Vice Chairman, Lee Livingston Commissioners, Dossie Overfield, Jake Fulkerson, Lloyd Thiel, and First Deputy County Clerk Hans Odde.
CJ Baker led the audience in the Pledge of Allegiance.

Approve-Minutes, Payroll and Vouchers
Commissioner Overfield made a motion to approve the following consent agenda items as presented: minutes from February 18; bi-weekly payroll in the amount of $596,002.93 which includes health insurance and monthly elected official payroll in the amount of $90,536.85; vouchers; Healthy Is Services Agreement; and Park County BLM Grazing Cooperating Agency Letter; Commissioner Livingston seconded, and the motion carried.

Re: Public Hearing: Park County Liquor License Fee Changes
Chairman Tilden opened a public hearing to consider adjustments to the Park County liquor license fees. Mr. Odde presented a proposed resolution to increase fees on eight of the twelve particular classes of licenses and explained the process used to arrive at the proposed increases. Chairman Tilden then invited public comment. Joel Baum, Rand Creek Ranch; Matt Dzialak & Janine Phelps, Double Diamond X Guest Ranch and Mike Christianson, East Yellowstone Valley Chamber of Commerce all testified that their businesses are seasonal and therefore not able to absorb an increase in their full retail liquor license and that they have the license merely to provide a convenience to their guests in the summertime. Fred Siebert, Wapiti Red Barn mentioned that incremental increases over time may be more acceptable. There being no further public comment Commissioner Fulkerson made a motion to close the public hearing. Commissioner Livingston seconded and the motion carried.
The Commissioners discussed the proposed resolution and offered suggestions to lower the retail and restaurant license amounts to $800. Commissioner Fulkerson made a motion to approve Resolution 2020-09 as presented with the suggested changes. Commissioner Livingston seconded and on further discussion offered a friendly amendment to the motion to reduce the proposed malt beverage permit fee to $400. Commissioner Fulkerson accepted the amendment, the second concurred and the motion carried.
Park County Public Health Nursing Manger, Bill Crampton
RE: Discussion: Budget Line Item for Additional Grant Funding
Mr. Crampton briefly discussed the emergency operations plan as it pertains to the Coronavirus and that there will likely be grant funding distributed to Park County to deal with the virus. There will be a separate grant revenue and expenditure line item created administratively in the Clerk’s Office for the funding.
Heart Mountain Irrigation District (HMID) Manager, Tyler Weckler
RE: Approve and Sign Letter of Support, Sponsorship of HMID, Water Shed PL566 Grant
Mr. Weckler explained that the irrigation district is submitting a grant application to complete needed work on three of their major laterals and requests that the Commissioners provide the district with a letter of support.
Commissioner Livingston made a motion to provide HMID with a letter of support for their grant application. Commissioner Thiel seconded and the motion carried.
Powell Valley Healthcare Q1/Risk Management Specialist, Payton Allerheiligen RE: Approve and Sign Letter of Support Mineral Grant Application for Powell Hospital District for Purchase of Sprinter Van
Ms. Allerheiligen requested that the Commissioners consider providing a letter of support for a grant application to purchase a sprinter style van for area transports.
Commissioner Fulkerson made a motion to provide the requested letter of support to Powell Valley Healthcare. Commissioner Overfield seconded and the motion carried.
Park County Homeland Security Director, Jack Tatum
RE: Approve Park County Local Emergency Response Authority (LERA)
Director Tatum explained that this document will designate him as the single point of contact with the State of Wyoming Homeland Security Department in the event of reimbursable emergencies.
Commissioner Livingston made a motion to designate Director Tatum as the Park County LERA. Commissioner Thiel seconded and the motion carried.

RE: Park County Museum Board Interviews
The Commissioners interviewed Ray Maple and Steve Simonton for one opening on the Park County Museum Board.
Commissioner Overfield made a motion to appoint Steve Simonton to the Park County Museum Board. Commissioner Thiel seconded and the motion carried.
Park County Attorney, Bryan Skoric
RE: Approve Resolution Concerning Special Juvenile Prosecutor
County Attorney Skoric explained to the Commissioners that his office has a conflict of interest on a juvenile case and is requesting that the Commissioners approve a resolution allowing him to appoint a special prosecutor. Mr. Skoric has already been in contact with Fremont County and they will likely take the case.
Commissioner Overfield made a motion to approve Resolution 2020-10 to allow the appointment of a special prosecutor. Commissioner Fulkerson seconded and the motion carried.
Executive Session: pursuant to W.S. § 16-4-405 (a) (iii)
Commissioner Livingston made a motion to enter into executive session pursuant to W.S. § 16-4-405 (a) (iii). Commissioner Fulkerson seconded and the motion carried.
Commissioner Fulkerson made a motion to exit from executive session. Commissioner Livingston seconded and the motion carried.
No decisions were made in or as a result of this executive session.

Chairman Tilden called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, March 10, 2020. Present were Vice Chairman, Lee Livingston, Commissioners, Dossie Overfield, Jake Fulkerson, Lloyd Thiel, and Clerk Colleen Renner.
Commissioner Fulkerson led the audience in the Pledge of Allegiance.
Park County Commissioners – RE: Selection of Park County Natural Resource Management Committee Members
Commissioner Fulkerson made a motion to accept applicants 1-11 for the committee, Commissioner Livingston seconded, after discussion Commissioner Thiel amended the motion to include all 12 applicants, Commissioner Overfield seconded after further discussion Chairman Tilden called for the question, Commissioners Fulkerson and Livingston voted nay, Commissioners Overfield and Thiel voted aye, Chairman Tilden also voted nay, motion died. Commissioner Fulkerson restated his motion to approve applicants 1 through 11, Commissioner Livingston seconded, Commissioner Overfield & Thiel opposed, Chairman Tilden voted aye and motion carried.
Those appointed to the committee are Brian Beauvais, Sue Consolo-Murphy, Timothy Crews, Richard Jones, Jerry Longobardi, John McGee, Linda Raynolds, Emily Reed, Dustin Rosencranse, Eugene Spiering, and Breanne Thiel.
Executive Session.
Commissioner Livingston made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (iii) (ix), Commissioner Overfield seconded, and motion carried.
Commissioner Overfield moved to exit from executive session, Commissioner Livingston seconded, and the motion carried. No decisions were made in or as a result of the executive session.
