Special Meeting
Wednesday, June 30, 2021
Chairman Livingston called to order a special meeting of the Board of County Commissioners of Park County, Wyoming, on Wednesday, June 30, 2021. Present were Commissioners Scott Mangold, Lloyd Thiel (via zoom), Joe Tilden and Clerk Colleen Renner. Vice Chairman, Dossie Overfield was absent.
Tony Martoglio led the audience in the Pledge of Allegiance.
Park County Commissioners – RE: Approve Resolution – Open Burning Restrictions
Jerry Parker, Fire Warden and Sam Wilde, Fire Marshal gave a brief background and explained why restrictions are important when fire danger is high. When conditions become dry and hot firefighting resources become limited, the district only has so many trucks and volunteer fire fighters to deploy in the event of a fire.
The Shoshone Forest Service, BLM and all public lands are under Stage 1 fire restrictions currently. Many surrounding counties have also implemented the restrictions.
After discussion comments were made by Tony Martoglio, Tony Simek, Kade and Kole Richmond regarding exemptions, family owned businesses effected and enforcement.
Commissioner Tilden made a motion to put the fire band into effect July 5 as written, Commissioner Mangold seconded. After further discussions with allowing exemptions, Fire Warden Parker stated they do not have the manpower to approve exemptions. Motion died on a tie vote. Commissioner Thiel made a motion to approve as written which died for a lack of second. Commissioners Mangold and Livingston agreed that if put into place before the 5th of July residents will do what they want, and it will be hard to enforce.
Commissioner Tilden made a motion to implement as written beginning on July 5th not the 1st , Commissioner Mangold seconded, Commissioner Thiel opposed, Chairman Livingston stated he didn’t think that this would stop irresponsible people and voted Aye for the fire restriction to be effective July 5, 2021. Motion carried 3-1. RESOLUTION 2021-38

Commissioner Mangold made a motion to adjourn, Commissioner Tilden seconded, and the motion carried.
