Regular Meeting
Tuesday, June 23, 2020
Chairman Tilden called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, June 23, 2020. Present were Vice Chairman, Lee Livingston, Commissioners, Dossie Overfield, Jake Fulkerson, Lloyd Thiel, and Clerk Colleen Renner.
Chairman Tilden led the audience in the Pledge of Allegiance.
Consent Items:
Approval and Allow Chairman to Sign Cooperative Agreement for Responsibilities and Receipt and Distribution of Payment Between the Wyoming Department of Family Services, Child Support Program and Park County Clerk of District Court
Commissioner Livingston made a motion to allow the chair to sign the cooperative agreement which takes place annually, Commissioner Overfield seconded, and motion carried
Park County Commissioners – RE: Approve final vouchers, Fiscal Year 2019-20
Commissioner Overfield made a motion to approve the final vouchers, Commissioner Fulkerson seconded, and motion carried.
Park County Vice-Chairman, Lee Livingston – RE: Loan of Park County Bleachers to Cody Stampede for July 4th Celebration
Commissioner Overfield made a motion to allow the Stampede Board to use the fairgrounds bleachers at no cost, Commissioner Thiel seconded, limited staff time will be used, motion carried.
Park County Planner I, Patti Umphlett – RE: Approval for Planning & Zoning Commission Special Meetings
Ms. Hill stated the cost for a special meeting is $560.00 and is requesting one for the month of July. Commissioner Livingston made a motion to allow, we owe it to the applicants to keep the process moving forward, Commissioner Fulkerson seconded, and motion carried.
Park County Commissioners – RE: Review and Discuss Options for the FFY 2020-21 Park County Budget
County Engineer, Brian Edwards sent a request to carry over $4,500.00 for fencing. Commissioner Overfield made a motion to allow and put in the new budget, Commissioner Fulkerson seconded, and motion carried.
Discussion on PILT (Payment in Lieu of Taxes). Commissioner Livingston began by expressing how frustrating it is to budget for PILT because it is always received the last week of June. Also, the WCCA’s revenue estimating manual varies from 40-60% reduction in funding of PILT from the Federal Government.
After a lengthy discussion Commissioner Livingston made a motion to move the funds from reserves to balance the budget and in upcoming year budget zero for PILT, Commissioner Thiel seconded, and motion carried.
Special Funding Request – After each individual request for special funding was evaluated the approved amounts are as follows:

Cody Council on Aging – Senior Citizens $47,000

Crisis Intervention Services $10,000

Commissioner Livingston made a motion to approve the special funding as discussed, Commissioner Thiel seconded, and motion carried.
Homeland Security – The department will have the $7,500 to spend at their discretion of both Sheriff Steward and Jack Tatum.
1810 Cap List – The CAP list includes capital projects for the county buildings. Carpet and blinds for $100,000; Public Works building roof membrane replacement $40,000; Pavement maintenance at the Fairgrounds, County Complex, and Library - $81,750; Sprinkler repair/upgrade - $3,000; Equipment/Furniture - $10,000; HVAC Controller Replacement, Park County Complex - $54,300; Furnace Replacement, Powell Annex - $23,658; install the Road & Bridge tin on the Beef Barn at the Fairgrounds - $1,000; Coroner’s Building - $500,000 and lights and ballast upgrades - $8,000. Crack sealing the Park County Complex pond and concrete flooring in the barns were both taken out. Total quotes for Buildings & Grounds equals $821,708.
Park County Commissioners – RE: Continue Review of FFY 2020-21 Budget
Commissioner Overfield discussed the email received from Cody Conservation District requesting office space, Commissioner Livingston suggested when the Board does the facility walk through of the Complex to consider the request at that time.
Chairman Tilden stated at this time the health insurance will remain flat and the retirement is increasing .25 on each employee and employer side. Moving forward working with the Health, Wellness and Safety committee Commissioner Overfield and Fulkerson will present recommendations regarding employee participation to pay a portion of these benefits.
Park County Employee Compensation – Chairman Tilden stated that a central theme during the budget committee meetings that took place last fall and winter centered around taking care of the employees first instead of waiting to see if dollars are available at the end of the budget. The Chairman recommends a 2% cola which builds the base to help keep up with inflation.
Commissioner Thiel, Overfield, Livingston and Fulkerson did not agree on recommending a 2% cola currently, there was a lengthy discussion regarding the reasons why including declining revenues, the 5th penny resolution, and possibility of layoffs in future years. After further discussion, comments from the Treasurer, Assessor and Clerk were heard regarding cash carry over due to the frugalness of county employees, each year that passes without a cola, county employees fall further behind and when does the time come to take care of our employees first.
Chairman Tilden recommended a onetime 2% bonus for Elected Officials and Department Heads to disburse to their employees as they see fit. A 1.5% and .5% contribution paid by the employee to their retirement was also discussed. Commissioner Fulkerson made a motion to payout to employees a onetime 2% cash bonus and allow the Elected/Department Heads to decide how to distribute the funds to their employees, Commissioner Thiel seconded, and motion carried.
Executive Session.
Commissioner Livingston made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (x), Commissioner Fulkerson seconded, and motion carried.
Commissioner Fulkerson moved to exit from executive session, Commissioner Thiel seconded, and the motion carried. No decisions were made in the executive session.
Commissioner Overfield made a motion to approve the merit changes presented in executive session for the following departments, one in Assessor, two in Information Technology, two in Public Works, one in each Treasurer, Clerk and Planning & Zoning departments, all six department heads will receive the 2% bonus, the Library and Museum will each be given 2% of their total wages to distribute, Commissioner Fulkerson seconded, and motion carried.
Several other topics of discussion were continued with regards to Park County Rec and it was decided to give them $93,317 for the upcoming year. Chairman Tilden also mentioned for the record that there will be no County Road Fund transfer.
