Regular Meeting
Tuesday, January 7, 2020
Chairman Fulkerson called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, January 7, 2020. Present were Vice Chairman, Joe Tilden, Commissioners Lee Livingston, Dossie Overfield and Lloyd Thiel, and Clerk Colleen Renner.
Chairman Fulkerson led the audience in the Pledge of Allegiance.
Park County Commissioners – RE: Election of 2020 officers
Commissioner Livingston made a motion to nominate Commissioner Tilden as chairman, Commissioner Thiel seconded, and motion carried. Commissioner Thiel made a motion to nominate Commissioner Overfield as Vice Chairman, Commissioner Livingston seconded, after discussion Commissioner Overfield declined the nomination and the motion and second were withdrawn. Commissioner Fulkerson made a motion to nominate Commissioner Livingston as Vice Chairman, Commissioner Thiel seconded, and motion carried.
Park County Commissioners – RE: 2020 Board liaison appointments
Commissioner Fulkerson made a motion to reappoint the board liaison to their chosen boards/committees and add FNRPA to Commissioner Overfield’s list, Commissioner Livingston seconded, and motion carried.

Approve-Minutes, Payroll and Vouchers
Commissioner Livingston made a motion to approve the following consent agenda items: minutes from December 17, 2019; bi-weekly payroll in the amount of $590,515.17 with health insurance and elected payroll in the amount $90,023.06; vouchers; review and Chairman Sign Agreement for WYDOT Transportation Alternatives Program Funding for Powell Area Bike/Walking Path Planning; approval of Board advertising to be placed for Park County Predator Management – (1) County Sportsman/Hunter and Park County Travel Council – (1) County At-Large, (1) Yellowstone National Park. Commissioner Overfield seconded and the motion carried.

Park County Buildings & Grounds Superintendent, Mike Garza – RE: Approve Replacement Park County Buildings & Grounds Custodian
Mr. Garza would like to fill a part-time custodian position left vacant by someone retiring.
Commissioner Overfield made a motion to deny the request at this time and return in 90 days to report how things are working, Commissioner Thiel seconded, and motion carried.
Park County Engineer, Brian Edwards – RE: Review and Consider Proposals for Construction Manager at Risk (CMAR) Services for Proposed Park County Coroner Building
Mr. Edwards summarized the five proposals received for CMAR services from local construction firms. A scoring matrix was used during the interview process where Commissioners Tilden and Overfield, Mr. Garza, Sheriff Steward, Coroner Powers and Engineer Edwards were present. The furnishings for the building along with a lift and cooler are not considered in the prices given. Mr. Edwards recommends that Filener Construction be awarded the building. The budgeted amount for this building is $442,383 with additional funding of $209,647 available through BFY 15/16 Consensus Funding. Commissioner Overfield made a motion to approve Filener Construction as the Construction Manager at Risk, Commissioner Theil seconded, and motion carried.
Park County Planning & Zoning Director, Joy Hill – RE: Approve Replacement for Park County Small Waste Water Administrator
Ms. Hill is requesting to fill the now vacant Small Waste Water Administrator position. Commissioner Theil made a motion to deny rehiring the position at this time, Commissioner Fulkerson seconded, and motion carried.
Park County Public Health Nurse Manager, Bill Crampton – RE: Discussion on WYFI Participation Agreement Park County and Division of Healthcare Financing, Wyoming Frontier Information (WYFI)
Mr. Crampton gave a brief explanation of the hub that will house medical information which will be accessible other providers throughout the state. Mr. Crampton stated at this time he is working with Attorney Skoric on the language within the contract. No action is required at this time.
Park County Deputy Clerk, Hans Odde – RE: Park County Planning & Zoning Vehicle Update
Deputy Odde reported that he received updated information from WARM after the last Commissioner’s meeting regarding the planner’s vehicle replacement. The party’s insurance paid the county $7,025.64 for the loss of the vehicle, the county’s insurance paid $1,924.36 for the replacement due to the vehicle’s age as it was over 10-years old. After discussion it was recommended Mr. Odde work with Planning Director Hill on what is needed for replacement. Mr. Odde is also to include the 2005 Chevy Tahoe as a trade and request bids from dealers and return with bids received.
Park County Planning & Zoning Planner II, Kim Dillivan – RE: Heart View Minor Subdivision Final Plat Review
Mr. Dillivan presented the application for approval of the final plat which will create 5 lots. Lot 1 will be 2 acres, Lots 2 through 4 will be 1 acre and Lot 5 will be 15.47 acres. This property is within one mile of a municipality, per statute comments must be solicited. A variance was approved on December 17, 2019 Resolution 2019-66. The final plat must note “a natural gas distribution line and electrical power have not been installed adjacent to the lot line of Lot 5, and easements must be identified on the final plat.
Commissioner Fulkerson made a motion to approve the final plat, Commissioner Livingston seconded, and motion carried.
