Regular Meeting
Tuesday, January 5, 2021
Chairman Tilden called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, January 5, 2021. Present were Vice Chairman, Lee Livingston, Commissioners, Dossie Overfield, Scott Mangold, Lloyd Thiel, and Clerk Colleen Renner.
Chairman Tilden led the audience in the Pledge of Allegiance.
Park County Commissioners – RE: Election of 2021 Officers
Chairman Tilden made a motion to elect Commissioner Livingston as the new chairman Commissioner Thiel seconded, and motion carried. As the new Chairman Livingston thanked Commissioner Tilden for getting the county through a very tough year. Commissioner Thiel also thanked Commissioner Tilden and made a motion to nominate Commissioner Overfield for Vice Chairman, Commissioner Tilden seconded, and motion carried.

Consent Items:
Approve-Minutes, Payroll and Vouchers
Commissioner Thiel made a motion to approve the following consent agenda items: minutes from December 15, bi-weekly payroll in the amount of $614,604.38, elected payroll $90,813.87; vouchers; approve and allow Chairman to sign Park County Landfill Transfer Container Contract for Clark Landfill; Part-Time Circuit Court Magistrate; and Memorandum of Understanding Wyoming Department of Health, Public Health Division. Commissioner Tilden seconded, and motion carried. Chairman Livingston added one more item to the agenda to honor Senator Hank Coe for his 8 years as Commissioner and 28 years as Wyoming Senator. Commissioner Tilden made a motion to proceed with April 28 being recognized as Hank Coe day in Park County, Commissioner Overfield seconded, and motion carried. A resolution will be drawn up and a plaque made to present to former Senator Coe.

Park County Planning & Zoning Director, Joy Hill – RE: Caan Simple Subdivision Final Plat Review- 265
Mr. Dillivan presented the final plat application from Whitlock and Foulger.The proposed subdivision is located 4.5 miles southwest of Cody on the east side of Diamond Basin Road. The request is to create a 20.12-acre lot and a 20.14-acre lot for residential use. The zoning district is GR-20 and the land is currently vacant and slopes gently from southeast to northwest. A public hearing is not required, and no comments have been received. The final plat shall contain a notice of the Wyoming Right to Farm and Ranch Act of 1991. Findings have been identified and one condition is recommended. Commissioner Overfield made a motion to approve as presented, Commissioner Tilden seconded, and motion carried. RESOLUTION 2020-01
Park County Planning & Zoning Planner II, Kim Dillivan – RE: Karst Simple Subdivision Final Plat Review- 267
Mr. Dillivan presented the final plat application from Mr. Thompson. The request is to create a two-lot simple subdivision with one 2.17-acre lot and one 2.44-acre lot. The property is located 4.7 miles southwest of Ralston and 1.67 miles northwest of intersection of County Road 19 and Highway 14A. The zoning district is GR-P and surrounding land uses are mostly residential and agricultural. There are no existing structures, no municipal review or public hearing are required, and no comments have been received. The final plat shall contain a notice of the Wyoming Right to Farm and Ranch Act of 1991. Findings confirmed that there is coliform in the water so this must be noted on the plat also. Commissioner Tilden made a motion to approve as presented, Commissioner Thiel seconded, and motion carried. RESOLUTION 2020-02
Park County Commissioners – RE: Discussion on the Community Charitable Relief Program
Park County received over $600,000 to help nonprofit entities, including churches who qualify as tax-exempt which provided goods, services, payments or lost donations or other revenue related with COVID. Discussion of legal liability if monies are not properly spent who’s responsible will be discussed with Attorney Skoric. Commissioner Tilden made a motion to extend the deadline for organizations to apply to January 22 and to advertise for two more weeks, Commissioner Thiel seconded, and motion carried.
Park County Commissioners – RE: Park County Weed & Pest Board Appointments & Meeteetse Local Area Planning Committee Appointments
Chairman Livingston stated that four board members all reapplied, and no other applications were received for the Weed & Pest Board, Commissioner Tilden made a motion to reappoint the board members, Commissioner Thiel seconded, and motion carried.
Chairman Livingston stated Mary Rumsey was appointed in 12/1/2020. Joe Wagers, Shawn Christopherson and Tiffany May applied for the Meeteetse Local Area Planning Committee and will have Ms. Kohn set up interviews for the last meeting of this month.
Park County Commissioners – RE: Retirement Presentation to John Zierke, Park County Road & Bridge Employee – 28 years of Service
Chairman Livingston presented a plaque and picture of Heart Mountain to Mr. Zierke for his twenty-eight years of outstanding service to Park County as mechanic.
Executive Session.
Commissioner Overfield made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (i) (ix), Commissioner Tilden seconded, and motion carried.
Commissioner Tilden moved to exit from executive session, Commissioner Mangold seconded, and the motion carried. No decisions were made in or as a result of the executive session.
