Chairman Livingston called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, January 4, 2022. Present were Vice Chairman, Dossie Overfield, Commissioners, Scott Mangold, Joe Tilden and Clerk Colleen Renner, Commissioner Lloyd Thiel was absent.
Chairman Livingston led the audience in the Pledge of Allegiance.

Commissioner Tilden made a motion to approve the following consent agenda items and pull the approval of the updated fee schedule; Minutes from December 21, 2021; bi-weekly payroll in the amount of $617,508.30 which included health insurance; vouchers; approve and sign contract for services City of Cody Recycling Center; review and approve modification 001 to fund transfer agreement for Federal Lands Access Program project CR 6WX Phase 2; review and approve ad for Predator Management District Board; approve updated DEQ Delegation Agreement (Resolution 2022-04); approve GIS Data Distribution Policy and GIS Data Sharing Agreement (Resolution 2022-03); Commissioner Overfield seconded, motion carried.

Commissioners – RE: Election of 2022 Officers
Commissioner Tilden made a motion to nominate Commissioner Mangold to be the Vice Chairman, Commissioner Overfield seconded, motion carried. Commissioner Tilden made a motion to nominate Commissioner Overfield as Chairman, Commissioner Mangold seconded, motion carried.
Kim Dillivan, Planning & Zoning – RE: Riverside MS-60 SIA and Final Plat
Mr. Dillivan presented the applicants request for approval of the final plat for a five-lot subdivision consisting of five 4.0-acre lots. The owners Arnold & Vicki Mollet are also requesting approval of the Subdivision Improvements Agreement and Escrow Agreement. Attorney Skoric granted approval of the Escrow Agreement and requires the Boards approval of the bank selection.
The location is two miles southwest of Ralston in GR-P zoning and currently vacant land surrounded by residential and residential vacant. The subdivision is not within one mile of municipalities, no public hearing is required, and no public comments were received.
Staff recommends approval. Commissioner Livingston made a motion to approve the final plat, Commissioner Mangold seconded, motion carried. Commissioner Livingston made a motion to approve the Subdivision Improvements Agreement, Commissioner Mangold seconded, motion carried. RESOLUTION 2022-01
Kim Dillivan, Planning & Zoning – Re: Riverside MS-60 Escrow Agreement
Commissioner Mangold made a motion to approve the Escrow Agreement as presented, Commissioner Tilden seconded, motion carried. RESOLUTION 2022-02
Brian Edwards, Public Works Department – RE: Review bids and consider staff recommendation for purchase of track hoe excavator(s) for Public Works Department
Mr. Edwards stated Tristate loaned a Volvo for employees in road and bridge and landfill to operate the excavator before a decision was made. After discussion Mr. Edwards recommends purchasing the smaller Volvo 160 from Tristate for $189,664 and regroup after the compactor comes the end of January to decide on the purchase of the other track hoe for Landfill.
Commissioner Livingston made a motion to proceed with staff recommendation, Commissioner Tilden seconded, motion carried.
Quarterly Board Liaison Reports
Commissioner Tilden – Yellowstone Regional Airport – Mr. Hall reported last week, CYAIR will meet next Thursday
Buffalo Bill Dam Visitors Center – Commissioner Livingston not been able to meet with them as their meetings are on the same day as BOCC meetings.
Park County Fair Advisory Board – Commissioner Mangold & Chairman Overfield – it has been an eventful year and they are now working on entertainment for the 2022 fair, they are also working on livestock, judges and adding new acts for young kids.
Historic preservation – Commissioner Tilden - Mr. Russell will be up next.
Library board – Chairman Overfield stated Karen is a great asset and is doing a lot of outreach, van project, and placement of new outdoor bench. Working with GSG on the Powell library design that is still in process.
Museum board – Chairman Overfield– working on updating personnel manual and matching Park County where they can – the Board is very appreciative of county support.
Parks & Recreation Board – Commissioner Mangold –the Board has sent out FY23 funding request forms to those organizations who have requested funding in the past.
Public Health Officer – Commissioner Tilden nothing to report.
Travel council – Commissioner Livingston worked with new director and it seems to be going well, again it is hard to meet with the board as they meet on Tuesday also.

Dakota Russell, Executive Director, Heart Mountain Wyoming Foundation – RE: 2021 Park Co. Historic Preservation Report/Accomplishments
Mr. Russell reported on the big project’s the Preservation Council is continuing to work on: cabins at Needle Creek, Sage Creek building, and the Heart Mountain Museum. Moving forward they are hoping to hire someone to help with the process of getting these on the national register and then work towards acquiring grants for restoration. Mr. Russell also asked the Chairman to sign off on the annual report form.
