Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, January 21, 2025. Present were Vice Chairman, Commissioners Kelly Simone, Scott Mangold, Lloyd Thiel and Clerk Colleen Renner. Commissioner Scott Steward was absent.
Honorable Judge Simpson led the audience in the pledge of allegiance.
Bill Simpson, Fifth Judicial District Court Judge – RE: Budget Considerations for Temporary Location of Jury Trial
The Honorable Judge Simpson stated there is a large jury trial coming soon which could last 4-5 weeks and the courtroom is not large enough to accommodate the number of attorneys and individuals that will be involved.
The state could accommodate this trial in Green River but then there would be expenses for food, lodging and travel. The Judge’s staff and District Court Clerk Deb Carrol feels the Holiday Inn could accommodate the trial in their facilities however the additional expense of renting the facility is not in the budget.
After further discussion Commissioner Simone made a motion to approve the trial being moved to an off-sight location and do a budget amendment, if necessary, Commissioner Thiel seconded, and the motion carried.

Approve-Minutes, Payroll and Vouchers
Commissioner Thiel made a motion to approve the following consent agenda items as presented: minutes for 1/7/25 & 1/14/25; payroll in the amount of $771,961.57; vouchers; monthly earnings and collection statements for the Clerk, Clerk of District Court, and Sheriff; approve and sign FFY2024 Q1 TANF/CPI Report & Vouchers and Lease Renewal for Collection Professionals, Inc. Commissioner Simone questioned the 1/14 minutes as to whether the corrections were made, after discussion on the minutes, Commissioner Thiel amended the motion to state as the minutes are corrected, Commissioner Simone seconded, motion carried.

Joy Hill, Park County Planning & Zoning Director – RE: Review & Approval of Planning & Zoning Commission Bylaws
Chairwoman Overfield asked the board to read through the cyber security portion which is new to the document.
Ms. Hill stated one recommendation that came out of the Land Use Plan is that the by-laws be removed from the rules and make them a stand-alone document. The by-laws were approved by motion at the last P& Z meeting and are now before the Board of Commissioners as a draft. The effective dates would need to match the updated standards and development regulations when they are adopted with the County Attorney’s approval as to form.
Strike letter d under IV, 3 and use the word biennial. Look at electronic communications and cybersecurity. Chairwoman Overfield stated that the planning and zoning board are different than other board appointed members and at this time would recommend removal of the equipment purchases and look at this option during the budget session. The recommendation is to remove 9, a, ii., and look at this when developing the budget in the future. County emails will remain in place for those who are using and the possibility of all on the Board being given a county email address. Ms. Hill recommends changing little letter “a” to electronic devices, removing the first sentence on “i" and in “ii” remove and devices, and letter “b” remain the same.
After some further discussions this item will be reviewed again on February 4 with changes discussed being made and the County Attorney having time to review.
Executive Session.
Commissioner Mangold made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (iii), Commissioner Simone seconded, and motion carried.
Chairwoman Overfield ended the Executive Session.
Commissioner Thiel made a motion to adopt the proposal as discussed, Commissioner Mangold seconded, motion carried.
Jenny Cramer, Park County Planning and Zoning – RE: Public Hearing: Review of Dead Indian Tower SUP-270
Chairwoman Overfield opened the public hearing.
Ms. Cramer presented the SUP for MasTec Communications Group for a tower site on USFS lands. MasTec will be acting agent on behalf of AT&T and is requesting to expand a pre-existing, unpermitted 89’ cell tower site toe include the addition of a generator and a diesel fuel tank on a 4’ x 10’ concrete pad within an 8’ x 16’ fenced compound as well as a utility H-frame, alarms and other necessary supporting equipment. The location is 21 miles northwest of Cody. Notices and agency referrals have been met. Ms. Cramer read the 9 conditions into the record.
Commissioner Thiel started a conversation with regards to the conditions getting longer and longer and being repeated. Ms. Cramer stated the offices thoughts are if they are listed in findings they also should be listed in conditions.
Chairwoman Overfield called for public comments, there being none, Commissioner Thiel moved to close the public hearing, Commissioner Mangold seconded, and motion carried.
Commissioner Thiel moved to approve SUP-270 with staff recommendations and removing conditions 1, 4, 5, 6 Commissioner Mangold seconded. Commissioner Simone questioned the ability for the public to find the county regulations online, and referencing as a legal document. Chairwoman questioned the harm of these items being listed and if 7 could be changed to an approved disposal site instead of the County landfill. Commissioner Thiel and Mangold accepted that item change and the motion carried. RESOLUTION 2025-05
Park County Commissioners – RE: Designation of Official Newspaper Pursuant to Wyoming State Statute § 18-3-517
Chairwoman Overfield stated that in a prior meeting it was decided to reach out to each newspaper and ask for a quote on the cost for legals. Due to the amount spent each year on legals the county should be requesting quotes per the County Procurement Policy.
After discussion Commissioner Thiel moved to approve the Powell Tribune as the official paper for one year, Commissioner Mangold seconded.
Mr. Bonner, Powell Tribune gave a brief history of the past and each newspaper using 50% of the actual cost per column inch rates. Over the years the rates have increased which has made it important to follow the counties procurement policy and request bids.
Commissioner Simone asked several questions regarding circulation and the availability online. Public hearings will still be run in the paper of the affected area.
Commissioner Thiel stated that his motion still stands, motion carried.
