Regular Meeting
Tuesday, January 12, 2021
Chairman Livingston called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, January 12, 2021. Present were Vice Chairman, Dossie Overfield, Commissioners, Scott Mangold, Lloyd Thiel, Joe Tilden and Clerk Colleen Renner.
Commissioner Mangold led the audience in the Pledge of Allegiance.
Consent Items:
Approve Collection Professionals Inc. Lease Agreement – Mike Garza
Mr. Garza stated buildings and grounds staff are doing minor repairs and deep cleaning the property at 1044 Beck Avenue. Collection Professionals have agreed to the $12.58 per square foot fee and would like to begin moving in the last week of January as they need to be out of their present building by February 1. They have also agreed to pay utilities and would like to be allowed to post signage. Commissioner Overfield stated they may need to work with the City of Cody on the signage for approval.
Commissioner Tilden made a motion to approve the lease, Commissioner Overfield seconded, and motion carried.
Park County Commissioners – RE: Approve a Designated Park County Newspaper per WY Statute §18-3-517
Clerk Renner presented the publishing fees for 2020 for each newspaper.
The Commissioners discussed the expense and necessity of publishing legal notices in both publications and the process of potentially designating only one paper as the official newspaper.
Commissioner Tilden made a motion to approve The Cody Enterprise and The Powell Tribune as official papers of Park County, Commissioner Overfield seconded.
Further discussions regarding the use of social media, newspapers being available at the libraries and that the County is not here to subsidize, Commissioner Thiel offered an amendment to the motion to designate one paper as the official publication and place an advertisement in the other stating that the minutes and legal notices can be found on the county website. Chairman Livingston called for the question and the motion failed Commissioners Thiel, Overfield and Mangold. Further discussions led to a new motion by Commissioner Tilden designating both the Powell Tribune and Cody Enterprise for 30 days and revisit the issue after hearing from the papers/constituents before making a final decision, Commissioner Mangold seconded, and motion carried.
Park County Planning & Zoning Director, Joy Hill – RE: Approve Travel for Kim Dillivan, Planner II in the Park County Planning & Zoning Department
The class was cancelled so will bring forth later.
Executive Session.
Commissioner Tilden made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (ii) (ix), Commissioner Overfield seconded, and motion carried.
Commissioner Tilden moved to exit from executive session, Commissioner Mangold seconded, and the motion carried.
Commissioner Tilden made a motion to approve going forward with the recommendations discussed in executive session, Commissioner Thiel seconded, and motion carried.
Adjourn.
