Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, February 4, 2025. Present were Vice Chairman, Lloyd Thiel, Commissioners Scott Mangold, Kelly Simone and Scott Steward and First Deputy County Clerk Hans Odde.
Commissioner Mangold led the audience in the pledge of allegiance.

Re: Development Standards and Regulations Update
Chairwoman Overfield explained that this will become a regular agenda item every few weeks to keep the public up to date on the progress of the regulations update and to provide accurate information.
The Round 1 public hearing was held, and public comments have been closed and tabled any action. The comments from Round 1 and the open houses will be compiled and reviewed. In Round 2 there will be further area meetings at the end of February to compile all of the information and provide that to the specific planning areas to get their feedback at the end of March.
Chairwoman Overfield offered clarification regarding the consultants, Logan Simpson who are not from Colorado as was stated multiple times. They are in fact a Utah based company with the project lead being a Cheyenne Wyoming resident and the other two planners do live in Utah. The lead attorney specializes in planning and is licensed to practice in the State of Wyoming.
Chairwoman Overfield further explained that the consultant selection was guided by the County’s Procurement Policy due to the cost. A request for proposals was published and three consultants submitted. One applicant was the company who completed the Land Use Plan in 2024, another from Teton County who had an insignificant amount of relevant regulation development experience and the third was Logan Simpson who was chosen through the procurement process and has worked on multiple other Wyoming county rules and regulations.
Chairwoman Overfield had one last reminder to the public to watch for legal notices that advertise when and where meetings and open houses are going to take place.
Powell Clarks Fork Conservation District
Re: Annual Update / Funding Assistance for Small Acreage Workshop
New District Manager, Shannon Darrough provided the annual update to the commissioners regarding district activities such as cooperation with the Cody Conservation District, long range planning, tree sales and the small acreage workshop. Ms. Darrough noted that the small acreage workshop will be held in Cody this year and will hopefully alternate between Cody and Powell in future years. This is a well-attended and valuable opportunity for owners of small acreages to learn more about how to manage their land from an agriculture standpoint. Ms. Darrough requested $1,000 in financial assistance from the Commissioners to help offset a portion of the approximately $5,700 in total cost.
Commissioner Thiel spoke highly of the workshop and made a motion to grant the Powell Clark’s Fork Conservation District $1,000 for the small acreage workshop. Commissioner Mangold seconded and the motion carried.
Hoyt & Carrie Satterwhite
Re: Managing Partner Request regarding the Stock Car Races
The Satterwhite’s presented the commissioners with a brief history of stock car racing in Park County and their desire to bring the sport back. They have potentially identified a suitable location for a track that is on Bureau of Reclamation (BoR) land north of the intersection of Lane 9 and Road 14. Because the property is controlled by BoR there would need to be a managing partner that is a governmental entity to act as a middleman and manage a lease. BoR has concerns about potential noise and environmental impacts. It appears that there would need to be a contract between BoR and Park County and a secondary contract between the County and Satterwhite’s for management of the land and events. Chairwoman Overfield stated that P&Z should also be consulted as an SUP will likely be required. The commissioners generally expressed support and asked the Satterwhite’s to gather more information and schedule another meeting.
Jenny Cramer, Park County Planning & Zoning
Re: Public Hearing: Review of Old Faithful RV Park Site Plan Amendment
Ms. Cramer presented a request from owner Spencer McBurney to clarify or amend Condition #5 of Park County Board of County Commissioners’ Resolution 2023-22. Specifically, the applicant requests that the restriction for construction activities only apply to outdoor construction (prohibited from November 15th through April 30th each year) and not to inside construction to complete the interior work on various buildings being constructed.
Wapiti area resident Kim Burgin testified online that there have been more vehicles at the job site than are permitted and that there doesn’t seem to be anyone monitoring the activity there. She is not in favor of amending the resolution.
Chairwoman Overfield asked for further comment and hearing none, Commissioner Mangold made a motion to close the public hearing. Commissioner Thiel seconded and the motion carried.
Commissioner Thiel asked staff if there is a restriction on when the business can operate, and Ms. Cramer stated that they are restricted from operating in the winter months. Mr. McBurney’s counsel Marc Thompson asked if they would have to request this same amendment every year to be able to do indoor work and they will. Other items discussed were the 100-foot setback of the fence near the river, the septic system, would a 6,000 square foot home being built in the same area have the same restrictions and parking on BLM land.
Commissioner Thiel made a motion to approve the requested site plan amendment to allow indoor-only construction activities on the property before April 30, 2025. Commissioner Simone seconded and offered a friendly amendment to allow more than two vehicles at a time on the property during this time. Commissioner Thiel accepted the amendment, and the motion carried. Resolution #2025-06

Re: Decision on FFA Service Project request
Clerk Renner presented a request from the Buffalo Bill Chapter of the FFA to build and place a park bench and planter on the courthouse grounds.
Commissioner Simone made a motion to approve the project and work with the Buildings and Grounds supervisor for a location. Commissioner Mangold seconded and the motion carried.
10:40 a.m. Executive Session Pursuant W.S. § 16-4-405 (a) (ix)
Commissioner Mangold made a motion to enter into executive session. Commissioner Simone seconded and the motion carried.
No decisions were made in or as a result of the executive session.
Park County Commissioners – Daniel Michael
Re: Interview for State Shooting Complex Joint Powers Board
Prior to the interview Chairwoman Overfield attempted to dispel a social media rumor that the commissioners had appropriated six million dollars for the proposed shooting complex. She explained that was not in any way true.
The commissioners interviewed Mr. Michael for the Joint Powers Board and will decide on all appointees at a later date.
Brian Edwards, Park County Engineer
Re: Request for a Partial Release of Retainage Funds on Behalf of Groathouse Construction for the Courthouse HVAC Replacement Project
Mr. Edwards explained that most of the work on the courthouse HVAC project is complete and a portion of the retainage funds should be released as requested through subcontractor’s requests to release as submitted from the prime contractor Groathouse Construction. The requested release of $276,447 would leave $82,462 still in the retainage account until the remaining work is complete in about two months.
Commissioner Mangold made a motion to approve the retainage release of $276,447 to Groathouse Construction for the Courthouse HVAC project. Commissioner Thiel seconded and the motion carried.
