Regular Meeting
Tuesday, December 14, 2021
Chairman Livingston called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, December 14, 2021. Present were Vice Chairman, Dossie Overfield, Commissioners, Scott Mangold, Lloyd Thiel and Clerk Colleen Renner. Commissioner Tilden was absent.
Chairman Livingston led the audience in the Pledge of Allegiance.
Consent Items:
Approve and Sign Legislative Dinner at Little America contract
Commissioner Overfield made a motion to approve the contract as presented, Commissioner Mangold seconded, motion carried.
Joy Hill, Planning and Zoning Director Re: Land Use Plan Consultant Selection
Ms. Hill stated the committee reviewed proposals from five companies. . The committee members consisted of Rebecca Burns, Terry Call, Brian Edwards, Commissioner Thiel, and Joy Hill who held a workshop, personal interviews and contacted references. The committee recommends contracting with Clarion Associates.
Commissioner Thiel made a motion to enter a contract with Clarion Associates, Commissioner Mangold seconded, motion carried.

US Postal Inspectors Richard Fergon & Chris Lucas & US Attorney Mike Elmore Re: Presentation of awards
Mr. Fergon from the Denver Division of the U.S. Postal Service presented an accommodation award to Cody Police Officer Stinson and Sheriff’s Deputy Toohey for their participation in the methamphetamine investigations and their valuable contributions to the community. Juliet Fish from Division of Criminal Investigations will also be presenting a letter of commendation to these two law enforcement officers.

Zoom Meeting in Alt EOC Room Re: Congressional Tour
Chairman Livingston turned the topic over to Commissioner Thiel who is serving on this committee which is working with WCCA to host a congressional tour in the state of Wyoming which could possibly be hosted by different regions throughout the state yearly. This program would invite U.S. Congressional staffers to Wyoming to tour the state’s public lands and resources and discuss natural resource issues important to state and local economies, customs, and cultures.
Commissioner Thiel stated today’s meeting was to introduce Jennifer Johnson and Bailey Brennan who will be helping coordinate the tour. Park County will be hosting the first tour and would like each county in the basin to come up with 3 topics by the January 20 four county meeting. The dates have not been determined but are hoping to have it in August 2022.
The program will be funded by FNRPA funds and county contributions using the WCCA dues formula.

Brandi Wright – Historical Preservation
Chairman Livingston called for recommendations to several boards since time allowed. Commissioner Overfield made a motion to appoint Greg Mayton, Richard Jones and Andris Vaskis to fill the three positions for Buffalo Bill Dam Advisory Board as they are incumbents and no other applications were received, Commissioner Mangold seconded, motion carried.
Park County Fair Advisory Board filling two positions, one an incumbent and one who was unavailable to interview. Commissioner Overfield made a motion to appoint incumbent Sara Skalsky and the new applicant Fred Bronnenberg, Commissioner Theil seconded, motion carried.
Commissioner Mangold made a motion to appoint incumbent Kimberly Brandon-Wintermote and recently interviewed Bob Ferguson to the Planning & Zoning Commission, Commissioner Thiel seconded, motion carried.

Chairman Livingston called for recommendations to Park County Historical Preservation Board which is filling one position. Commissioner Thiel moved to appoint Brandi Wright, Commissioner Overfield seconded, motion carried.

Jennifer Gould – Parks & Rec
Chairman Livingston called for recommendations to Park County Parks & Rec Board which is filling three positions. Commissioner Overfield moved to retain the three incumbents, Rick Manchester, Brodie-Bennett-Serres and Nevin Jacobs, Commissioner Thiel seconded, motion carried.
Regarding Yellowstone Regional Airport, Commissioner Overfield discussed the structure of the airport board and the renovations and rebuild that will be taking place, how many aeronautic professionals are needed when there are many facets to the operation. After discussions, Commissioner Mangold made a motion to appoint Shawn Warner, Commissioner Overfield seconded, motion carried.
