Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, April 15, 2025. Present were Vice Chairman Lloyd Thiel, Commissioners Kelly Simone, Scott Steward, Scott Mangold, and Clerk Colleen Renner.
Clerk Renner led the audience in the pledge of allegiance.

Park County Commissioners – RE: Development, Regulations, and Standards Update
Chairwoman Overfield related that the Commissioners and the P&Z Board have been meeting once per week to work through chapters 1 through 4 for about 25 hours. The DSR 2 open houses were held on zoning maps and uses and can be seen at engageparkcounty.com, note this does not work on a phone it must be viewed on regular computer. Maps are not officially adopted and landowners in their areas are encouraged to review them. The Commissioners will look at ways to make commenting easier.
Jenny Cramer, Park County Planning and Zoning – RE: Public Hearing: Country Life MS-87 Sketch Plan Review
Chairwoman Overfield opened the public hearing.
Ms. Cramer stated William Kuntz of Intermountain Engineering on behalf of the landowner Big Bear Motel LLC submitted a minor subdivision application to request approval of a four-lot subdivision with one 7.2-acre lot, one 7.8-acre lot, one 10.1-acre lot and one 18-acre lot each for residential and commercial use which is in GR-P zoning and is located one mile southwest of Powell city limits. Agency referrals and notices have been met.
Staff recommends approval with eleven conditions read into the record Chairwoman Overfield called for public comments, there being none,
Commissioner Mangold moved to close the public hearing. Commissioner Simone seconded the motion carried.
Commissioner Thiel moved to approve as presented with condition seven corrected, Commissioner Steward seconded, motion carried. RESOLUTION 2025-25
Jenny Cramer, Park County Planning and Zoning – RE: Public Hearing: Will’s Hope Amended SUP-176
Chairwoman Overfield opened the public hearing.
Ms. Cramer stated Mark & Sara Squire on behalf of BRS Services submitted a special use permit application to build an addition of 2,400 sf above ground and a 1,600sf basement which would add 3 additional bedrooms, totaling 6, renovation of existing cabin, two 4,000-gallon cisterns replacing the existing 4,000 gallon cistern, a new septic system, a well pressure tank in the new addition, new water filtration and conditioning system, heating system, updated electrical service and emergency generator and solar system and a 200sf extension of an existing deck.
The property is 16 miles southwest of Cody in a GR-20 zoning district and surrounding land is mostly ag and residential. Notices and agency referrals have been met. Nine staff recommendations were read into the record.
Chairwoman Overfield called for public comments.
Mark Squire, applicant and board member, Mike Butler and Joe Carrol both board members, made comments on the usage, mission statement and stories of individuals who have used the program.
Public comments against the proposal came from Helen Rosenbaum, Don Frame, and Steve Devenyns and with more individuals wanting to comment, Commissioner Thiel made a motion to continue the public hearing until 11:30 a.m. today, Commissioner Steward seconded, motion carried.
Joy Hill, Park County Planning and Zoning – RE: Public Hearing: 6C Floodplain Development Permit Application (FP1-25)
Chairwoman Overfield opened the public hearing.
Ms. Hill stated 6C Ranch Operations LLC on behalf of Dirt Road Dollars LLC submitted a permit to stabilize approximately 100 feet of the riverbank along the Greybull River and perform upstream maintenance to 40 feet of riverbank to stabilize and bed a section of the Ruby Ditch Pipeline that is exposed due to erosion. The north bank of the Greybull River has eroded, and the pipeline could be in danger of being damaged. The address of the property is 123 Pitchfork Rd, Meeteetse. Notices and agency referrals have been met with no public comments received.
Staff recommend approval with seven conditions read into the record.
Chairwoman Overfield called for public comments, there being none, Commissioner Mangold moved to close the public hearing, Commissioner Steward seconded motion carried.
Commissioner Steward made a motion to approve, Commissioner Simone seconded and suggested a date change to accommodate the Game & Fish recommendation from April 30 to April 15, Commissioner Steward accepted the amendment, and the motion carried. RESOLUTION 2025-26
Jenny Cramer, Park County Planning and Zoning – RE: Martin SS-317 Final Plat Review
Ms. Cramer presented the final plat for Mike Martin to approve creating one 5.04-acre lot for residential and agricultural use, leaving an exempt remainder parcel of 297-acres. The property is 4 miles southwest of Cody north of Diamond Basin Road in GR-5 zoning. Notices and agency referrals have been met. Staff recommended approval with striking numbers 2 and 4 and the four remaining conditions read into the record.
Commissioner Mangold moved to approve with conditions as presented by staff, Commissioner Thiel seconded motion carried. RESOLUTION 2025-27
Hans Odde, 1st Deputy Clerk – RE: Consideration and Approval of LGLP Deductible for Premium
Mr. Odde presented the liability insurance program from Local Government Liability Pool (LGLP) and the newly available deductible rates of $7,500 and $10,000. A chart was provided to show the differences using past data to choose a deductible going forward for the County and the Library.
After discussion Commissioner Steward made a motion to move county deductible to $10,000 and the library at $5,000 Commissioner Thiel seconded for further discussion on cost of claims, Commissioner Simone would like to propose the middle road at $7,500 with no increase for the library. Commissioner Steward concurred and amended the motion to $7,500 and $5,000, Commissioner Simone also agreed with the amendment motion carried.
Park County Commissioners – RE: Approve Verizon Wireless Southfork Tower Permit and Building Permit
Chairwoman Overfield stated Attorney Skoric has approved as to form the final version for the ground lease agreement between Park County and CommNet Cellular Inc. dba Verizon Wireless. The tower was first designated to be placed elsewhere on the county property which is why the credit appears. Commissioner Mangold moved to approve the building permit Commissioner Steward seconded, motion carried.
Park County Commissioners – RE: Cody Shooting Complex SUP Application-Approval to Proceed
Ms. Cramer presented a SUP submitted by Wesley Hanson, President to proceed at the Cody Shooting complex with a plan for the different shooting areas. Commissioner Thiel made a motion to allow the chair to sign as the lessee of the SUP so the Cody Shooting Complex can proceed, Commissioner Steward seconded, motion carried.
Continue public hearing for Wills Hope SUP
Chairwoman Overfield called for more public comments.
Alan Rosenbaum and James Harney made comments against the proposal. There being no further comments Commissioner Mangold moved to close the public hearing, Commissioner Simone seconded, motion carried.
Commissioners commended the applicants for the work they do in helping youth and veterans. After discussions and hearing neighbor comments Commissioner Steward moved to deny Wills Hope amendment to SUP 176 Commissioner Simone seconded, motion carried. RESOLUTION 2025-28
