The governing body of the City of Powell held a work session at 2:30 p.m. on May 10, 2021 in the Council Chambers of City Hall to review the FY 2021-2022 Preliminary Budget and special requests.
The following members of the governing body were present: Mayor John Wetzel, Council Members: Floyd Young, Tim Sapp, Lesli Spencer, Steven Lensegrav, Geoff Hovivian and Zane Logan.
Also present were: City Administrator Zack Thorington, City Clerk Tiffany Brando, Finance Director Kaela Nelson, DPW Ben Hubbard, Electric Supt. Steve Franck, Sanitation Supt. Darrell Rood and incoming Supt. Allen Griffin, Water/Wastewater Supt. Ty McConnell, IT Manager Damian Dicks, Aquatic Supt. Angela Frank and Tanya Bonner, Parks Supt. Tim Miller, Police Chief Roy Eckerdt, Police Lieutenant Matt McCaslin, Shop Manager Ray Sanders and Streets Supt. Andy Metzler.
The meeting was held to discuss the preliminary budget for FY 2021-2022. The preliminary budget shows total projected general fund revenues at $7,121,521 and budgeted expenditures at $8,129,044 not including any special requests. Each Department went over budget for Council.
Mayor Wetzel let all special requests talk about their request in the following order and the Council discussed the following allocations:

Powell Caring for Animals $3,900
Country Christmas (Advertising) $3,000
Crisis Intervention $8,000
Northwest College Paint the Town Red $5,000
match for entertainment
Park Co. Court Supervised $4,000
Treatment Program
Plaza Diane Community Center for the Arts $18,675
Powell Golf Course $20,000
matching funds for capital improvements
$15,000
Misc. Property Repair & Replacement $20,000 – unrestricted capital fund
Powell Recreation District $7,000
Powell Senior Center $20,000
Total $138,575
ECONOMIC DEVELOPMENT FUND
Powell Economic Partnership/Chamber of Commerce $50,000
