City Council Proceedings
January 6, 2025
The governing body of the City of Powell met in regular session at 6:00 p.m. on January 6, 2025 in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order, and the following were present: Council Members Tim Sapp, Floyd Young, Steven Lensegrav, Zane Logan and Geoff Hovivian. Incoming Councilman Troy Bray. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Alexa Rolin and Building Official Ben Hubbard. Unfinished Business of Current Seated Council: Approval of December 16, 2024 minutes: Councilman Floyd moved to approve minutes as presented, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Bills and Claims: Councilman Sapp abstained #54. Councilman Lensegrav made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Oath of Office: City Clerk Brando gave the Oath of Office to Mayor John Wetzel and Councilmembers Floyd Young, Geoff Hovivian and Troy Bray. Approval of Agenda: Attorney Rolin asked to amend the agenda to add a Conflict of Interest Waiver between the City and Park Co. School District #1 to review an agreement for a work experience under Legal. Councilman Logan moved to approve the agenda as amended, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
Committee Updates: Councilman Logan Powell Valley Recycling. Mayoral Appointments: City Attorney - Mayor Wetzel recommended to re-appoint of Copenhaver, Kolpitcke and Kitchen Law Firm and approval of the Contract. City Clerk Brando stated the appointment would be two years according to the Charter Ordinance and the contract is for one year. Councilman Hovivian moved to approve the appointment of CKKK Attorney’s and authorize all necessary signatures, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Municipal Judge – Mayor Wetzel recommended to re-appointment of Bret T. Allred requested approval of contract. City Clerk Brando clarified this is a two-year appointment and contract and moved from a W4 employee to a contract with invoice. Councilman Logan moved to approve Bret T. Allred as Municipal Judge and authorize necessary signatures, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Final Plat Cottonwood Village Subdivision Phase 2: Owner, Chad Harvell spoke on the 2nd phase of the development project to be consistent with current phase completed. Administrator Thorington indicated it has been approved by both DRC and Planning & Zoning. Councilman Hovivian asked how many phases planned, and Mr. Harvell indicated 4 phases at this time with 15 acres remaining to develop. Councilman Lensegrav moved to approve and authorize all necessary signatures, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED.
Waiver of Conflict of Interest: for CKKK Attorneys in regards to the City of Powell and Park County School District #1 to allow work on an agreement for work experience student. Councilman Logan moved to approve the waiver and authorize all necessary signatures for the work experience program once reviewed by legal, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED. HDR Contract Amendment: Administrator Thorington spoke on the amendment for HDR and they are the engineers for the city electrical substation and work on reclosures, term is through 2026. Councilman Lensegrav moved to approve and authorize all necessary signatures, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
General Announcements: City Clerk Brando reminded Council of a scheduled work session Jan 20th at 4:30pm for orientation.
There being no further business to be considered at this meeting, Councilman Hovivian moved to adjourn, seconded by Councilman Bray, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:16 p.m.
