January 20, 2020
The governing body of the City of Powell met in regular session at 6:00 p.m. on January 20, 2020 in the Council Chambers of City Hall. Council President Hillberry opened the meeting and led those in attendance in reciting the Pledge of Allegiance. Council President Hillberry called the meeting to order and the following were present: Council Members Jim Hillberry, Tim Sapp, Scott Mangold, Floyd Young and Steven Lensegrav. Absent Mayor John Wetzel and Councilwoman Lesli Spencer. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Sandee Kitchen, Deputy Attorney Scott Kath and Director of Public Works Gary Butts. Approval of Agenda: Councilman Mangold moved to approve the agenda as amended, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
Approval of January 6, 2020 minutes: Councilman Young moved to approve minutes as presented, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED. Bills and Claims: Councilman Hillberry abstained #33. Councilman Lensegrav made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Request for fireworks May 30th at the Fairgrounds by Dustin Short from 7 pm to 10 pm for a consumer demonstration. Council discussed time frame. Councilman Young moved to approve, seconded by Councilman Mangold, unanimous approval, MOTION CARRIED. Annual Report from Powell Golf Course given by Jerry Herweyer; better than last year. Council thanked the board for their work.
Beekeeping in City Limits addressed by Steve Nickles regarding city code section 8.12.080. He would like to have the council consider hobby apiaries for beehives and the state regulations are what other towns use. Mr. Nickles provided Casper and Cheyenne information and state regulations. Councilman Mangold looked at the history of the nuisance and Councilman Hillberry stated it was over a concern for more bees in the area. Councilman Mangold asked that more information be looked into and that the issue be tabled until the next council meeting, seconded by Councilman Lensegrav, unanimous approval, TABLED.
Committee updates Councilman Mangold Recreation Board, Councilman Lensegrav Golf Board, Councilman Young Tree Board and Councilman Hillberry Shoshone Municipal Pipeline. Annual Disclosure of Conflict of Interest Statement was read by Attorney Kitchen for Mayor, Council, City Administrator and Finance Director. 2020 FAA/WYDOT Parallel Taxiway Construction project request for aid and funding approval for the project. Administrator Thorington discussed the project and asked for approval with signatures. Councilman Lensegrav moved to approve and authorize necessary signatures, seconded by Councilman Mangold, unanimous approval, MOTION CARRIED. Streets Department annual update by Superintendent Gary Butts and introduction of new Street Superintendent Andrew Metzler. Revenues and Expenses for seconded quarter reviewed by Administrator Thorington. General Announcements: Administrator Thorington reminded Council of Gary Butts retirement lunch on Wednesday.
There being no further business to be considered at this meeting, Councilman Young moved to adjourn, seconded by Councilman Mangold unanimous approval, MOTION CARRIED. Council President Hillberry adjourned the regular meeting at 7:02 p.m.
